Consultant(s) – Restoration Architect Consultant

1. Project Background

The Lebanon Community Support Program (CSP) is a multi-year project funded by USAID to support municipalities and underserved and vulnerable communities in providing better services and enhanced economic opportunities to improve lives and reduce tensions that contribute to conflict and violence, primarily in Lebanon’s North, South, and Bekaa regions.

USAID/CSP seeks to install a Solar LED lighting system to illuminate a 600 meters long narrow path that connects the old town with the contiguous, newer neighborhoods. The Audi museum will contribute the space to place this solar farm on a condition that the municipality maintains them and replace any broken or dysfunctional bulbs in the future. The municipality has committed to procuring and installing 20 solar LED light poles with photo cell sensors at the main entrances of the old town.

Summary of Position

USAID/CSP seeks a Restoration Architect to prepare a design of the solar lighting system according to cultural heritage principles and the character of the Old Saida Souk. The consultant will prepare Tender documents including Bills of Quantities with cost estimates and supervise the implementation of the design. The consultant is expected to assist in the presentation and approval of the design to the Director General of Antiquities.

Design and Supervision Duties

• Identify and develop concepts for solar lighting scheme in Old Saida Souk
• Review the existing maps and drawings of the selected areas in the Old Saida Souk.
• Design the alley and street lighting systems by using the lighting modeling software
• Revise construction and operating cost estimates and timeline.
• Prepare lighting layout for selected areas in Old Saida Souk.
• Identify architectural lighting character and materials.
• Develop site layout illustrating, relationships of all physical components considering function and topography.
• Summarize architectural concepts in a written outdoor lighting programme, including descriptions of   space criteria, lighting design, and materials
• Develop material and equipment check lists.
• Review, amend and finalize existing BOQs and tender documents for solar lighting scheme
• Assist in final design document presentation to the Director General of Antiquities
• Participate in the tendering and contractor selection process
• Supervise the activity implementation to ensure all guidelines and regulations are followed

1. Specific deliverables:

The consultant will be responsible for providing:

• Report of the design for alley lighting. These reports must include: (i) lighting design drawings; (ii) electrical system design drawings; (iii) electrical control system design drawings; (iv) design drawings for civil works for fixing lamps and drawing electrical cables of lighting systems; (v) the concept and logic for the design; (vii) a concise report on estimated cost, including a list of lighting system’s devices and auxiliaries for procurement including LED lamps, luminaires, wires, etc. with full information on specifications, types, and origins. A clear maintenance plan and schedule with a list of replacement parts to be kept on stock
• Bid tender documents including BOQs for the entire lighting system including estimated costs, estimated schedule, and required qualifications of contractor
• Mid term and final implementation report of the supervision of works 

1. Minimum Qualifications

• Proven experience of minimum 7 years in the architectural design and rehabilitation of cultural heritage sites;
• Proven creative design skills specifically within cultural heritage areas;
• Demonstration of knowledge and familiarity with the site and its region; - At least 3 assignments in architectural design services in cultural heritage sites of similar scope
• At least 3 assignments designing outdoor lighting, specifically solar lighting systems.
• A proven record of delivering projects within the planned time schedule and cost estimates.
• Registered with the Lebanese Order of Architects and the Director General of Antiquities

4. Financial Proposal. Detail your proposal by specifying daily consultancy fees and other costs. Divide your financial proposal in subsections for design and supervision of works
5. Proposed approach, methodologies, and software used ( if any)

• Fluency in spoken Arabic and English required. Excellent English Writing Skills Required
