ABAAD PURPOSE:
ABAAD aims at achieving gender equality as an essential condition to sustainable social and economic development in the MENA region. ABAAD has a proven record in working in addressing GBV in emergency settings.
JOB PURPOSE:
The Senior Gender Program Manager will oversee the implementation, evaluation and tracking the progress to meet the project objectives. Furthermore, the Senior Gender Program Manager will conceptualize and fundraise for gender-related programs and projects.
REPORTING LINES:
Post holder reports to: Senior Director of Programs
KEY RESPONSIBILITIES:
Plan the Gender Related projects
- Create a detailed work plan which identifies and sequences the activities needed to successfully complete the Gender related project;
- Determine the resources (time, money, equipment, etc) required to complete the Gender related project;
- Develop a schedule for project completion that effectively allocates the resources to the activities;
- Review the project schedule with senior management and all other staff that will be affected by the project activities; revise the schedule as required;
- Determine the objectives and measures upon which the project will be evaluated at its completion;
Implement the Gender Related projects
- Execute the project according to the Gender related project plan with direct coordination with the project team;
- Develop forms and records to document project activities as per the donor’s requirement;
- Set-up files to ensure that all project information is appropriately documented and secured;
- Monitor the progress of the project and make adjustments as necessary to ensure the successful completion of the project;
- Establish a communication schedule to update stakeholders including project staff in the organization on the progress of the project;
- Review the quality of the work completed with the project team on a regular basis to ensure that it meets the project standards;
Monitoring, evaluation and draw learning of the Gender related project
- Develop MEAL framework for Gender related project(s), including measurable indicators and relevant tools;
- Monitor the progress of the project against set indicators in a timely manner;
- Monitor and approve all budgeted project expenditures;
- Contribute to the periodic monitoring of the project as well as learning reviews and ensure proper documentation;
- Capture learning and document the work of successful stories, to ensure that the projects’ inputs are producing positive results in the lives of women;
- Facilitate learning and linkages among local staff and partner organizations;
- Prepare payment requests, floats as needed;
- Write reports on the project for management and for donors;
- Communicate with donors as outlined in funding agreements;
- Monitor cash flow projections and report actual cash flow and variance to senior management on a regular basis (monthly/bimonthly);
- Manage all project funds according to established accounting policies and procedures;
- Ensure that all financial records for the project are up to date;
- Work closely with the financial officer to prepare financial reports and supporting documentation for donors as outlined in funding agreements;
- Ensure that the project deliverables are on time, within budget and at the required level of quality;
- Evaluate the outcomes of the project as established during the planning phase
Reporting and Communication
- Reviews, reporting, information and knowledge sharing and management.
- Ensure most effective and external communication by reporting timely with partners, donors and stakeholders.
- Organize regular meetings with the Project Managers/Coordinators (both separately and collectively) to discuss project wins, achievements, impediments, risks, emerging needs, delays and measures that should be taken.
- Serve as a focal point to communicate and resolve interface and integration issues with projects.
- Provide professional guidance, technical support, mentoring and coaching to the Project Managers/Coordinators to help them manage their projects more effectively.
- Motivate the Project Managers/Coordinators and teams through ABAAD’s values and principles.
- Support team members to fulfil their potential through effective performance management, mentoring and other opportunities for growth Contribute in the design and implementation of the capacity building plan of the projects’ teams.
- Ensure proper capacity development and the use of best practices, proper attitudes and behavior by all the team members.
- Create an environment oriented to trust, open communication, creative thinking, and cohesive team effort.
- Assess teams’ performance regularly and encourage creativity, learning and constant improvement.
- Ensure that the Project Managers/Coordinators and team members have the proper capacity and delegated authority to address all agreed upon issues and requirements.
SKILLS AND COMPETENCE:
- Minimum of five years of experiences; (NGO is a must)
- Diplomas, courses or workshops on topics related to project management, monitoring & evaluation gender studies, advocacy, fundraising, non-profit project accounting, teambuilding, budgeting, reporting, etc.
- Master’s degree in project management, gender or development studies, international relations, public health /administration or a relevant management or social science discipline.
- Knowledge of gender and gender equality;
- Experience in field coordination, monitoring and follow up;
- Experience in event management and coordination;
- Highly skilled in report writing in both languages (Arabic and English – French is a plus);
- Excellent oral and written communication skills in English and Arabic including demonstrable ability to work with others and as part of a team;
- Knowledge and skills in computer usage including word, excel, power point, and social media;
- Good organizational skills;
- Effective member of team and role model; demonstrates creativity in seeking better ways to do things and shares with team, and promotes high standards.
- Takes responsibility for own work and delegated project/processes (including some leadership);
- Anticipates problems and regularly provides solutions.
