ABAAD PURPOSE:
ABAAD aims at achieving gender equality as an essential condition to sustainable social and economic development in the MENA region. ABAAD has a proven record in working in addressing GBV in emergency settings. “Ending Gender-Based Violence: towards standardization and strengthening quality of services and direct response” is an initiative aiming at reducing the risk of Gender-Based Violence (GBV) through women, men, boys, and girls’ empowerment and improving the quality of multi-sectorial assistance for women, men, boys and girls survivors or at risk of GBV among the host community and Syrian refugee population.
Background:
Among the unprecedented number of Syrian refugees in Lebanon are hundreds of thousands of children whose lives are shaped by the violence that they and their parents have experienced. Given that the first three years of life contain the most rapid period of brain development, it is important to equip parents with the necessary knowledge and skills to provide a safe, nurturing environment and lay the foundation for their children’s lifelong learning. In 2017, Promundo and ABAAD adapted Program P-ECD, a gender-transformative program to promote men’s involvement as equitable, nonviolent caregivers in the Lebanese context with a focus on refugees and low-income Lebanese caregivers and early childhood development.
The objective of this new proposed project beginning in January 2019 – December 2019 is to refine a strategy for institutionalization of Program P-ECD in Lebanon with key stakeholders and government counterparts. The main outcome of this project will be the finalization of a scaling strategy endorsed by key ministries; heightened understanding of the barriers and opportunities for scale up in Lebanon; built capacity of staff of ministries, faith-based institutions, and local organizations to implement scale up testing of the program; and cross-country learning on challenges and effectiveness of scale up strategies.
JOB PURPOSE:
The ‘Scaling-Up Coordinator' will be responsible for guiding the development of and monitoring the scaling up strategy of Program P – ECD in the country. With ABAAD and our international partner, Promundo he/ she will work collaboratively as part of the team to provide strategic thinking and documentation of the entire scaling strategy process.

KEY RESPONSIBILITIES:
Plan the project
- Together with ABAAD Masculinities Unit and international partner, Promundo, and scaling experts, co-guide the development of a scaling up strategy for Program P-ECD;
- Create a detailed work plan which identifies and sequences the activities needed to successfully complete the development of a scaling up strategy;
- Establish a Ministry/ABAAD Working Group that will meet every 1-2 months to discuss and validate the scaling-up strategy
- Work with relevant ministries and other key decision-makers to document any key follow up actions and provide a necessary level of accountability to ensure the completion of those actions
- Establish periodic check-ins with international, Promundo, on the progress of the scaling strategy and its validation
- Lead the development of a learning strategy that will contribute towards the improved effectiveness of our and our partners’ program design, execution, impact and influence
- Determine the resources (time, money, equipment, etc) required to complete the project;
- Periodically review the project schedule with senior management and all other staff that will be affected by the project activities; revise the schedule as required;
- Determine the objectives and measures upon which the project will be evaluated at its completion;
Implement the project
- Together with the ABAAD Masculinities team and international partner, Promundo, oversee and facilitate the development of the scaling up strategy for Program P-ECD
- Support the develop of a learning brief with international partner, Promundo and ABAAD
- Execute the project according to the project plan with direct coordination with the project team;
- Develop forms and records to document project activities as per the donor’s requirement;
- Set-up files to ensure that all project information is appropriately documented and secured;
- Monitor the progress of the project and make adjustments as necessary to ensure the successful completion of the project;
- Establish a communication schedule to update stakeholders including project staff in the organization on the progress of the project;
- Review the quality of the work completed with the project team on a regular basis to ensure that it meets the project standards;
Monitoring, evaluation and draw learning of the project
- Develop MEAL framework for project(s), including measurable indicators and relevant tools;
- Monitor the progress of the project against set indicators in a timely manner;
- Monitor and approve all budgeted project expenditures;
- Conduct process evaluation on the implementation of Program P – Early Childhood Development (ECD) in Lebanon.
- Conduct process evaluation on the implementation of Program P – ECD in Lebanon that includes reflection and lessons learned on the differences, challenges, and preliminary recommendations on the best modality.
- Collaborates with the project's Monitoring / Evaluation and Learning team (in charge of research) and the Quality Assurance team to monitor, evaluate and document the scaling up process
- Contribute to the periodic monitoring of the project as well as learning reviews and ensure proper documentation;
- Capture learning and document the work of successful stories, to ensure that the projects’ inputs are producing positive results in the lives of women;
- Facilitate learning and linkages among local staff and partner organizations;
- Prepare payment requests, floats as needed;
- Write reports on the project for management and for donors;
- Communicate with donors as outlined in funding agreements;
- Monitor cash flow projections and report actual cash flow and variance to senior management on a regular basis (monthly/bimonthly);
- Manage all project funds according to established accounting policies and procedures;
- Ensure that all financial records for the project are up to date;
- Work closely with the financial officer to prepare financial reports and supporting documentation for donors as outlined in funding agreements;
- Ensure that the project deliverables are on time, within budget and at the required level of quality;
- Evaluate the outcomes of the project as established during the planning phase
SKILLS AND COMPETENCE:
- Minimum of five years of experiences; (NGO is a must)
- University degree in social science or related discipline, including gender and development;
- Proven track record of working in a similar capacity with the nation and/or international NGOs in the region;
- Strong existing relationships or experience in managing government partnerships in the context of gender equality
- Knowledge of gender and gender equality;
- Desired background in scaling up and institutionalization
- Experience in field coordination, monitoring and follow up;
- Experience in event management and coordination;
- Highly skilled in report writing in both languages (Arabic and English – French is a plus);
- Excellent oral and written communication skills in English and Arabic including demonstrable ability to work with others and as part of a team;
- Knowledge and skills in computer usage including word, excel, power point, and social media;
- Good organizational skills;
- Effective member of team and role model; demonstrates creativity in seeking better ways to do things and shares with team, and promotes high standards.
- Takes responsibility for own work and delegated project/processes (including some leadership);
- Anticipates problems and regularly provides solutions.
