Background
Mercy Corps exists to alleviate suffering, poverty, and oppression by helping people build secure, productive, and just communities. Working in Lebanon since 1993, Mercy Corps has been running community development programs focused on promoting economic development and increased opportunity for disadvantaged communities, while responding to emergencies as they have emerged. Recently, the program portfolio has expanded in response to the massive refugee influx from Syria.
Mercy Corps is supporting both Lebanese host communities and refugee populations by developing and implementing innovative water, sanitation and hygiene (WASH) solutions to increase access to reliable and safe water, improve water and sanitation facilities and raise awareness about safe hygiene practices.

Consultant objectives and main functions
The Mechanical Engineer will ensure the full technical design and day-to-day field supervision and coordination of all engineering works of Mercy Corps water and Sanitation Community Rapid Impact and WaSH Projects in the South and Beqaa. This component is focusing primarily providing access and improving water and sanitation services for vulnerable Syrian Refugees and host communities. The Mechanical Engineer will maintain impartiality and neutrality in dealing with all stakeholders. He/she will be responsible for the full design and the day to day Project implementation that focus on increasing access to safe water and sanitation
services/facilities to Syrian refugees and host communities. This will also include government engagement, scale up and sustainability.

Deliverables
1. Lead the projects design, illustration, and Bill of Quantities (BOQ) preparation along with completing technical portfolio and specifications of the approved Water and Sanitation Rapid Impact projects interventions in the Beqaa and South villages in close coordination with the Municipalities engineers and all projects stakeholders.
2. Oversee day to day project implementation and ensure effective and timely completion of the WASH intervention according to project specifications and standards
and supervise the implementation of the technical components of the project contracted; ensure proper project implementation, full compliance with required
standards and specifications. 
3. Provide technical support and advice to Mercy Corps’ partners and other agencies Conduct WASH facility assessments to determine scope of work, resource
requirements, and estimated costs.
4. Monitor WASH intervention progress as per Mercy Corps regulations and standards. 
5. Prepare weekly field plans/reports to be submitted to the BPRM Project and Program Managers;
6. Jointly with other WASH team members, conduct emergency assessments and design and coordinate the implementation of appropriate responses.
7. Support in establishing and maintaining proper project documentation and records, including but not limited to: needs assessments questionnaires, monitoring
questionnaires, certificates of vouchers receipts, consolidated list of beneficiaries, photos etc.
8. Identify equipment and material needs by developing detailed technical portfolios and bill of quantities (BOQ), and in cooperation with the procurement and logistics team assess what is available in the local market.
9. Conduct himself/herself both professionally and personally in such a manner as to bring credit to Mercy Corps and to not jeopardize its humanitarian mission.
10. Other duties as assigned by the supervisor.

Qualifications
· Minimum of 5 years’ work experience working in the Mechanical Engineering field including construction/infrastructure projects. Previous experience with NGOs or relevant organizations in Lebanon is an asset.
· Bachelor’s Degree in Mechanical Engineering, or Water and Sanitation Engineering.
· Familiarity with the issues of urban and rural water and sanitation systems and networks.
· Demonstrate good expertise in water and sanitation systems design and implementation, especially water pumps, water and sanitation networks, etc….
· Commitment to local capacity building and the ability to engage local stakeholders in project design and implementation.
· Demonstrated capacity to collaborate closely with INGOs and national NGOs and CBOs.
· Good organizational and basic project management skills
· Experience working with refugees or other vulnerable population required, implementing a WASH project and conducting training is preferred.
· Proven understanding of Do No Harm principles and methodology with applied experience implementing projects with/for women and girls.
· The applicants should have good written and verbal English and Arabic skills.
· Must be computer-literate, particularly in programs such as, AutoCAD, MS Word and MS Excel. Strong organizational and collaboration skills required, with the ability to work independently and be self-directed, as necessary.
· Must work well as a member of a team, with willingness to travel throughout Lebanon, sometimes staying overnight, as the job requires.
· Understanding of appropriate technologies & experience of working on different approaches for excreta disposal, solid waste management and drainage disposal.

S/he will be attentive to detail and able to carry out assigned tasks in high pressure circumstances in a timely manner and according to a very high standard of quality. S/he will be creative and flexible, but at the same time will adhering to all organizational systems, procedures and policies. S/he will strictly follow all protocols related to safety and security. S/he will have a strong collaborative spirit with the ability to work independently and with a team, while maintaining a sense of humor.

Other Considerations
· Follow the rules and regulations of Mercy Corps and meet the program’s objectives and abide to the set work plan;
· Conduct herself/himself both professionally and personally in such a manner as to bring credit to Mercy Corps and to not jeopardize its humanitarian mission;
· Consultant ensures his own transportation to and from the sites;
