1. Job Purpose:  

To develop LADE’s election-monitoring methodology from a gender perspective i.e., in other words, develop an adequate methodology to monitor the inclusiveness of women in the democratic process as voters, polling officials and candidates.

Writing the final report addressing women political participation in Lebanon based on the observation’s findings and collected data, along with recommendations to improve Lebanon’s future democratic processes.

          

2. Main Tasks:

  • Developing and adapting LADE’s methodology in the upcoming parliamentary elections to shed light on gender participation in the democratic process.
  • Assessing the current political context as well as the effects it has on women participation in the democratic processes.
  • Assessing the legal framework which could impact women participation i.e. international and regional norms, national legal framework as well the electoral system and electoral administration’s inclusiveness of women.
  • Mainstreaming a gender perspective into the electoral process by monitoring the extent to which women are included in the process by developing the respective monitoring tools.
  • Elaborating gender election monitoring criteria for pre-election (including electoral campaigns) and e-day as well as for the post-elections period.  
  • Developing the adequate monitoring forms in collaboration with the operation manager as well as the design of the data management system to be used.
  • Networking with NGOs advocating women’s rights and collaborating with them on the deployment of women observers one-day.
  • Working with LADE’s operation manager on developing the chapters and by-chapters of the final report as per the international standards and national regulations.

 

Deliverables:

As part of their work the successful candidate is expected to submit two reports:

  • A gender monitoring guide that includes the adopted methodology, forms and data collection tools.
  • The final monitoring report with thorough analysis of the collected data along with the respective recommendations.

 

3. Minimum Qualifications:

- Education

  • BA Degree in public administration, political science, NGO management or any related field.
  • Fluency in written and spoken English and Arabic. French is an asset.

 

- Experience

  • At least 5 years of experience in gender-related issues.
  • Strong background & expertise in Electoral Law, Electoral Reform and Election Observation.
  • Computer
  • Expert in main computer applications (Microsoft Office Application, mainly excel…).
