      ESSENTIAL DUTIES & RESPONSIBILITIES include the following:
 

Lead, direct, coordinate, and manage all administrative, contractual and operational aspects related to procurement of equipment and material for ACDI/VOCA and partners
Manage large-scale procurement process and contract functions for multiple partner organization including unique requirements for construction, testing, durability, quality, etc.
Review and evaluate competitive solicitations and carry out a transparent and efficient bidding (quotation) process as outlined in the ACDI/VOCA Procurement Procedures Manual
Attend and comply with USAID rules and regulations for procurement and bidding process
Responsible for arranging all customs clearance, tax waivers, and freight handling for the importation and timely clearance of all goods, tools and equipment, etc.
Prepare the requisition forms and purchase orders in compliance with with the Procurement Code.
Coordinate with staff members to ensure the Beirut Office is adequately equipped and supplied
Order, distribute, and keep accountability of all office supplies including, but not limited to, computer disks, calculators, pens, paper, etc.
Ensure that all procurement items and inventories are fully accounted for and maintained in a secure place that prevents both theft and spoilage and coordinate with appropriate staff members
Maintain and organize all files related to procurement and inventory 
Assist the Finance Manager to maintain accounting records relating to procurement 
Measure vendor performance and manage and respond to vendors concerns, questions, protests, etc.
Capable of deciding on the best process to cancel contract, suspend for vendors not meeting performance requirements
Other tasks as specified by COP, DCOP and Finance Manager

 
QUALIFICATION REQUIREMENTS:

Minimum of 5 years procurement experience; preferred experience working on USAID projects
Ability to deal with agricultural procurement process
Strong written and oral communication ability in both English and Arabic
Strong knowledge in using Microsoft office including word, Power point, excel and word.
