We are currently seeking a Chief of Party (COP) for the active USAID-funded Developing Hydroponics to Access International Markets Program (DHAIM) in Lebanon, which fosters economic growth by strengthening horticulture export market linkages and establishing a vibrant high-value fruit, vegetables and flowers hydroponic sector. The COP will oversee the development of work plans and budgets consistent with the expected outputs and results of the program, monitor and report on operations, and provide leadership and support to the members of the program team. The COP will represent the DHAIM program to the public, the donor community, grantees and subcontractors, stakeholders, and beneficiaries. The COP acts as the liaison between ACDI/VOCA and the USAID-nominated Agreement Officer and is expected to speak on behalf of ACDI/VOCA. The position is available immediately.
Responsibilities:
Provide overall leadership management and general technical direction of the entire program.
Identify issues and risks related to program implementation in a timely manner and suggest appropriate program adjustments.
Lead work plan development including training plans and monitoring and evaluation planning for approval by USAID.
Participate in USAID reviews of DHAIM activities and provide information requisite to the review.
Supervise the hiring, training and management of local staff, including annual performance reviews and pay increases.
Supervise finance and administrative staff in financial planning and management, human resource management, and daily program administration.
Monitor program budget in accordance with work plan; monitor use of financial resources of the program.
Ensure ACDI/VOCA program grantees and subcontractor compliance with USAID and ACDI/VOCA regulations and procedures.
Represent DHAIM activities at meetings with USAID and other stakeholders.
Lead efforts to empower local partners in the agriculture sector and build their capacity.
