Objectives of the Assignment:
A consultant is needed to write and lead on the program document development of a compelling, evidence-based proposal for Etana to donors. The consultant will coordinate the program document development process by working with organizational technical experts/teams, funding and finance staff and senior management and bring together all necessary information and resources. The overall deliverable is a comprehensive program document that can have presented to the donners community.
Scope of Services and Tasks:
The scope of the service entails the following and with details described after:
- Program document Writing
- Review of financials & budget to ensure they conform to the proposed interventions and donor requirements.
- Reviewing of the final document and incorporating feedback and suggestions.
Program document Writing
1. Leads on the development of the proposals narratives; actively document writing where required.
2. Manages the process of writing the documents, but is not solely responsible for writing all content or for correcting/improving technical content contributions to make it fit for purpose; but rather:
3. Takes information provided by the individual contributors (technical and or otherwise) in the proposal team and helps build it into a consistent proposal ‘one voice’.
4. Identifies and tailors any available pre-written content.
5. Draft/write the comprehensive document, including technical and commercial tenders;
6. Work with Oxfam funding specialist, financial team and others to develop the program budget.
7. Support and guide staff with key stakeholders to ensure that the program design and bid integrates expertise from all relevant actors/sectors, including the private sector, social ventures, academia, institutes, government departments, and others as needed.
Financial/ Budget
1. Reviews opportunity evaluation criteria, providing advice to team on pricing vs score strategies
2. Sense checks the final cost calculations and budget/pricing models throughout
3. Supports the development of the detailed bottom-up, activity-based costing models
4. Work with the organization team to understand the competitive landscape, the clients’ requirements, the delivery risks involved and any likely pricing sensitivity – e.g. ‘win-price’ identification. Develop a scalable budget that accurately reflects maximum cost recovery.,
Reviewing
1. Completes a detailed technical review of the proposed technical offering – i.e. is employing appropriate models, systems and solutions that present a clear methodological approach meets (and exceeds) the donor/clients requirements for outcomes and impact
2. Identifies specific areas for improvement, for minimizing risk and for maximizing the likelihood of the submission being successful
Deliverables:
- Work plan for donors proposals development
- A high quality, timely, credible, winnable final proposal and budget that meet donors and organizational programme quality and cost recovery requirements
