Monitoring & Evaluation Officer
RESPONSIBILITIES & DUTIES
Engility Corporation, building on IRG’s legacy in international development, seeks an experienced Monitoring & Evaluation Officer for an anticipated USAID-funded project. The goal of the project will be to increase Lebanon’s stability through participatory processes that promote good governance and community cohesion.
Location: Lebanon
Responsibilities:
Provide overall support, guidance, and oversight on monitoring and evaluation across the program
Contribute to the design, implementation and ongoing revision of an M&E system that meets the needs of the program for learning, analysis, and reporting
Offer technical assistance in the development, selection, and application of M&E processes and tools
Oversee and advise colleagues on information management processes by reviewing data collection efforts, overall data reliability, consistency, and quality.
Support and advise colleagues on activity-level monitoring and evaluation efforts, ensuring quality and consistency
Lead and manage program-level evaluation efforts, including the development of studies that examine higher level outcomes and the utilization of external M&E resources
Help identify, analyze, and synthesize lessons learned from program implementation and facilitate the incorporation of those lessons into the activity development cycle
Undertake, as required, visits to project locations to collect data and/or oversee data collection efforts
Train other staff, and local partners where required, on key M&E concepts, tools, and processes
Coordinate as necessary with any other USAID partners, including joint responsibilities or functions and sharing of assets as appropriate
MINIMUM TANGIBLE QUALIFICATIONS
A minimum of three years of experience in monitoring and evaluation, social science research, journalism, or a relevant field
Prior work experience in complex, high-speed and challenging field operations in developing countries
Strong analytical skills and writing abilities
Willingness and ability to travel independently throughout the country
PREFERRED QUALIFICATIONS:
Proficiency with relevant statistical software desirable
Experience working with donor-funded projects is desirable
Working proficiency in written and oral Arabic and English
This is a contingent position based on funding from the customer.
