DESCRIPTION
 
The post will support the design and implementation of capacity development programs that advance the objectives of NRGI’s Libya, Tunisia and Iraq engagements. Based in Beirut, the MENA Capacity-Building Officer will work closely with Beirut-based MENA regional staff, as well as with Libya, Tunisia, and Iraq country staff, and global NRGI staff. The post is a dual report to the MENA Regional Director and the Head of Capacity Development
 
RESPONSIBILITIES
 
• Develop, test and progressively improve--as well as deliver--training modules, curricula and courses on core NRGI themes based on the Natural Resource Charter framework to a variety of audiences, including trainers, civil society, parliamentarians, journalists and government officials;
• Participate in the planning and implementation, in close collaboration with country staff, the full range of capacity building programs, covering training and non-training events, such as fellowships, mentorship, study tours, and site visits;
• Help expand, through training and networking, the network of MENA experts, facilitators and trainers who are well-versed in NRGI’s work and support the elaboration and implementation of programs on the ground;
• Ensure that capacity building programs are embedded within NRGI’s work in the region and support and benefit from other NRGI interventions, such grants to local partners, technical advice, research and analysis;
• Distil and share lessons learned from capacity building with colleagues at NRGI, in MENA and beyond, as well as with the broader network of NRGI external partners, including writing, research and dissemination;
• Support fundraising efforts and reporting to the program’s donors;
• Write and edit program materials for the NRGI website, including think pieces, blog posts, and promotional material;
• Manage financial and budget reports to track program spending;
• When asked, represent NRGI with external audiences on issues related to NRGI’s work;
• Perform other duties as assigned.  
 
REQUIREMENTS

Experience designing and implementing capacity building projects in an international development and advocacy environment – including support of local partners at a distance, and monitoring and evaluation;
Experience working with non-government-- civil society, parliamentary and/or media—and/or government audiences in the Middle East;
Experience in adult learning and teaching/teacher training;
Effective communicator and proficiency in writing skills;
Ability to manage several simultaneous projects in a fast-paced environment;
Excellent written, verbal, organizational, analytical and interpersonal skills;
Excellent computer skills, proficient in Microsoft Office and experience with internet research and database management;
Integrity and professional discretion;
Knowledge of extractive industries or public sector governance is preferable;
Proficiency in French is highly desirable;
Willingness to travel—approximately 1 week per month.
