Background
The Lebanese Association for Democratic Elections (LADE) was founded in Lebanon by a number of activists in the public sector on March 13, 1996. LADE is a civil, independent and nonprofit organization specialized in elections and how closely they are linked to democracy.
The association is concerned with monitoring the elections in their different forms as well as studying the electoral systems and laws according to the international democratic electoral standards, especially standards that guarantee free, fair and transparent elections.
Overall Objective
After several years of struggling for a new electoral law, Lebanon has finally adopted the proportional system for the first time in the Lebanese elections’ history following three consecutive rounds of mandate extension for the Lebanese Parliament. In this regard, LADE launched a voters’ education program, in order to inform and communicate to the voters the new electoral law and explain its main features to the general public. Voters need to understand and be aware of their political rights under the new electoral law, so they can responsibly fulfill their obligations without any pressure exercised by any party or entity. The voter education program serves to clarify all the questions raised by voters prior to the election day through different on-ground activities accompanied with informative multi-media material to better understanding and awareness. 
Specific Objectives
Under the direct supervision of the Communication Coordinator, the selected applicant will be required to:

Create and produce an informative video: Many new terms and concepts were added along with this new law. LADE’s role is to explain this to the people, this is why LADE intends on producing an informative video that explains these new items to the general public. The video shall not exceed 2:30 min. The format of the video is to be decided upon discussions and agreement (examples of what the video type could preferably be: 2D character animation, 2D motion graphics animation, whiteboard animation, 3D animation, stop motion, typography, screencast, etc.)
Visual material: the video is to be accompanied by several handouts/brochures/visuals for distribution. (the number and specific format of visuals is to be decided later)
Interactive, well-designed presentation to explain the new electoral law. 

NB. The content is currently being generated, more details about the formats, type and number of visuals are to be provided and agreed upon on the first meeting.  
    Tasks
    The selected applicant shall:

Deliver a script and clear storyboard for comments
Plan and schedule an efficient timeline for the project
Review all documents and materials provide in order to better understand the project objectives, LADE's mandate and the expected results
Produce a high-quality version of the visuals/graphics, presentation and scripted video with adequate background music and voice over in finest and high-quality video formats including HD, AVI and MP4, with subtitles (English/Arabic)
Finalize the outcome incorporating the comments arising from the presentation to LADE
Provide, in addition to the soft version, a high-quality hard copy (DVD) of the final, approved version of the video. In addition to other appropriate formats that enable the video to be uploaded to LADE’s website and social media platforms

Plan of Work / Duration
This assignment is expected to start immediately upon the agreement with the applicant, a specific timeline will be discussed. Note that efficiency and instant availability is required. We propose at least 3 days to be dedicated to including LADE’s input on the draft production and completing the final versions of the outcomes.
Mode of payment
Payment will be made in two installments. 50% of the payment will be made upon receiving and reviewing the script and storyboard following the inception meeting, and the remaining 50% will be made after successful delivery of the final outcome taking into consideration all of LADE’s remarks and prior agreements.
