The Program / Department / Team
Working in Lebanon since 1993, Mercy Corps is committed to generating positive opportunities for women, men, boys and girls from Lebanese, Syrian, and Palestinian communities, with a strong focus on engaging youth. Mercy Corps exists to alleviate suffering, poverty and oppression by helping build secure, productive and just communities. Our programs focus on four outcome areas across the humanitarian-development nexus: economic opportunities, access to food, water security and peace and good governance. The Mercy Corps Lebanon team consists of over 50 staff working throughout Mount Lebanon, South Lebanon, North Lebanon and the Bekaa Valley.
The Position
Under the direct supervision of the Multi-Country Senior Finance and Compliance Manager, the Senior Finance Officer is responsible for supporting Mercy Corps’ programs in close coordination with support departments and program teams based in Lebanon. The position will support various finance functions, including but not limited to Payroll, Payments, and managing the monthly accounting cycle.
Essential Responsibilities
Financial Transactions and Payments
• Review vendor payments ensuring completeness of supporting documents (invoices, receipts, procurement documents, contracts) in line with Mercy Corps and donor procedures.
• Handle cash transactions, related requests, and recording entries.
• Prepare wire transfer or bank letter requests and present them for authorized signatures.
• Update the Payment Request Tracker daily.
• Record payment vouchers daily in the bank/cash Batches and reclassify entries as needed.
Payroll and Staff Financial Management
• Prepare monthly payroll files and coordinate employee-related financial matters with HR.
• Review and approve monthly timesheets in Databasics.
• Manage tax payments including Income Tax, NSSF, and NRT.
• Lead the tracking and reconciliation of expatriate payroll advances.
Accounting and Month-End Closing
• Assist in the month-end accounting close process, ensuring accuracy and completeness of the ledger and all supporting documentation.
• Prepare monthly cash flow projections.
• Prepare month-end bank reconciliations and balance sheet reconciliations.
• Prepare photocopies of vouchers and supporting documents for monthly reporting packages to HQ Finance.
• Run monthly balance sheets reconciliations.
• Handle quarterly AAM (Approval Authority Matrix) and bank signatories updates.
Financial Compliance and Audit Support
• Conduct finance inductions for new hires and provide ongoing finance-related support.
• Participate in financial reviews of Purchase Requests, Purchase Orders, and contracts on ProSource (up to $100,000 threshold).
• Support internal and external audits by preparing the required documentation and following up on audit recommendations.
• Ensure filing, scanning, and archiving financial documents, maintaining organized and up-to-date hard and soft copies.
• With the support of the Multi-Country Senior Finance and Compliance Manager, ensure the regular updating and revision of the country finance SOPs and policies as needed to remain agile in a fluid financial, economic and security context.
• Liaise with the Subaward and Compliance Manager for subaward financial entries and follow-ups.
Financial grants management
• Collaborate with HQ finance teams, auditors, and regional finance leads.
• Participate actively in grant kick-off and close-out meetings.
• Support as programs department by sharing the budget vs actuals for each program with the program manager and support the team as needed to reflect updated commitments and projections and co-lead BVA meetings on a monthly basis.
• Represent Mercy Corps in inter-agency finance working groups (such as the Lebanon Humanitarian INGO Forum working groups).
Other Duties
• Actively integrate safeguarding principles into daily work, including identifying and mitigating safeguarding risks.
• Uphold and promote Mercy Corps' core values at all times.
• Conduct oneself professionally and personally to bring credit to Mercy Corps and maintain its humanitarian mission.
• Perform any other duties as assigned by the supervisor.

Accountability
Reports Directly To: Multi-Country Senior Finance and Compliance Manager
Works Directly With: All Lebanon Programs and Support teams, Regional & Global teams.

Mercy Corps team members are expected to support all efforts toward accountability, specifically to our program participants, community partners, other stakeholders, and to international standards guiding international relief and development work. Minimum Qualification & Transferable Skills
• Bachelor’s degree or equivalent in Finance Management or accounting or another relevant field.
• Minimum 4 years of experience in the Finance sector, INGO experience preferred.
• Demonstrated competency with computerized general ledger software
• Well organized and detail oriented.
• Approachable, discreet, and confidential.
• Excellent oral and written communication skills.
• Excellent written and spoken English.
• Proficiency in MS office.
