About TI-LB

Transparency International Lebanon (TI-LB) was established in 1999 (under Lebanese Transparency Association-No Corruption name) with the aim of reducing rampant corruption in Lebanon, promoting the principles of transparency and accountability, establishing the rule of law, and respecting the fundamental rights inaugurated in international laws and the Lebanese Constitution, by focusing on systematic improvement, building alliances, and encouraging civil society organizations to take measures towards transparency and accountability. TI-LB later became the national chapter of Transparency International.

TI-LB has worked to enhance transparency in the public and private sectors in Lebanon for more than a decade, by implementing a number of projects that ranged from contributing to the development to lobbying the anti-corruption laws (such as the draft law on the Right to Access to Information, the Whistleblowers Protection Law, the Asset and Interest Declaration and the Punishment of Illicit Enrichment Law, etc.), and the monitoring of parliamentary and municipal elections since 2009, in addition to other projects aimed at empowering youth and municipalities on issues related to good governance.

TI-LB was chosen as a member of the first Independent Oversight Board (IOB) for the Reform, Recovery, and Reconstruction Framework (3RF), which was launched in response to the aftermath of the Beirut Port explosion.

 

About LALAC

The Lebanese Advocacy and Legal Advice Centre (LALAC) was established by Transparency International (TI-LB) in 2009, a model developed by Transparency International and implemented in nearly 60 countries around the world and adapted to the Lebanese context.

It is specialized in fighting corruption and provides free and confidential advice on corruption cases to anyone who encounters such a case, through this service its specialized legal experts offer a free, easy, secure, and confidential tool to victims or witnesses of corruption to report their case.

It also offers a unique opportunity for the fight against corruption in Lebanon as it gathers data and acts upon it with relevant public or private institutions with the aim to eradicate corruption.

LALAC works with communities to empower them to report corruption through organizing outreach and capacity-building training to support vulnerable and marginalized individuals and groups and to empower and educate citizens to actively participate in the fight against corruption in Lebanon. It engages with administrative and political institutions such as ministries, municipalities, and relevant anti-corruption champions in the various state institutions to tackle thematic issues related to corruption as reported through LALAC and draft policy papers or MOUs to ensure relevant reforms will take place.

What LALAC offers

  • Receive complaint(s) on Corruption
  • Provide free legal advice on the case(s)
  • Refer the case, when necessary to a law firm
  • Refer the case, when applicable, to relevant institutions of Government and track the progress of the complaint(s).
  • Encourage citizens to share their experiences

 

Scope of work

Under this project, TI-LB is willing to hire a Unit of a full-service media company producing the best quality videos, photos, advertisements, and digital content which will promote and mainstream the services of LALAC among the general public, under the supervision of the communication unit in TI-LB.

Requirements needed:

  • Filming broadcast-quality video and audio;
  • Expertise in conducting innovative, creative, and quality Media productions in various aspects of Television feature films, documentary making, event coverage, infomercials development, Radio, productions, and advertisements, Podcast;
  • Professional photography, Graphic designing;
  • Publications and written text for distribution across media channels;
  • Providing strategic plan for LALAC social media platform.

Deliverables

TI-LB will be launching LALAC end of November by updating its Facebook Page, creating its new Instagram page. The campaign will consist of multiple objectives:

  • Raising the community's awareness on corruption risk in times of crisis and ways to report corruption safely;
  • Establish local committees of concerned citizens including member of the community;
  • Assuring citizens that LALAC’s mechanism is safe, with low risk and really trustworthy;
  • Advocating for the law as one of the keys to democracy and the first legal instrument that obligates the state’s administrations to protect whistleblowers;
  • Collecting several corruption cases and working on solving them
  • Expose the steps to submit a corruption case (how to contact LALAC and how to follow up on each case aside)
  • Increasing TI-LBs visibility and activities.

     

Visuals and videos will be shared on both TI-LB & LALAC social media platforms with a certain boosting budget and determined target audience on LALAC Page.

- Teasers for launching LALAC (deadline December 5th, 2022) 

LALAC Brochure (deadline November 30th, 2022)

- Four (04) Videos with experts talking (deadline December 5th, 2022 till January 3rd, 2023)

- Introduction to LALAC video (deadline December 15th, 2022 till March 2023) 

- Live scenario on a corruption case (possibility to work with an influencer)
 

- Process and Steps on how to report a corruption case

Videos: citizens guide for transparency (targeting youth and universities students)

 

The above-mentioned type of deliverables is the most needed, with possibility to get the Media agency ‘s support in creating other deliverables.
