Transparency International Lebanon (TI-LB)

Transparency International Lebanon (TI-LB) was established in 1999 with the aim of reducing rampant corruption in Lebanon, promoting the principles of transparency and accountability, establishing the rule of law and respecting the fundamental rights inaugurated in international laws and the Lebanese Constitution, by focusing on systematic improvement, building alliances, and encouraging civil society organizations to take measures towards transparency and accountability. TI-LB later became the national chapter of Transparency International (TI).

TI-LB has worked to enhance transparency in the public and private sectors in Lebanon for more than a decade, by implementing a number of projects that ranged from contributing to the development to lobbying the anti-corruption laws (such as the draft law on the Right to Access to Information, the Whistleblowers Protection Law, the Asset and Interest Declaration and the Punishment of Illicit Enrichment Law etc....), and the monitoring of parliamentary and municipal elections since 2009, in addition to other projects aimed at empowering youth and municipalities on issues related to good governance …

TI-LB was chosen as a member of the first Independent Oversight Board (IOB) for the Reform, Recovery and Reconstruction Framework (3RF), which was launched in response to the aftermath of the Beirut Port explosion.

 

Vision: A Lebanon with well governed, transparent and accountable institutions, free of corruption and built on the rule of law.

Mission: To promote transparency and integrity as well as prevent and fight corruption through collaboration, advocacy and active engagement, in public, private and non-governmental organizations.

This project aims at enhancing democratic resilience by preventing the substantial regression of democratic institutions and practices during the multi-folded crises empowering citizens with knowledge and skills and equipping them with the relevant tools to advocate further adoption of anti-corruption practices by state institutions at the local level.

The objective of this call for proposals is to empower CSOs operating under the 3RF (including Working Groups, IOB, CG, LFF, etc.) and strengthen their role as advocates for issue-based policy reforms by focusing on one of the priority areas of the 3RF’s revised framework.
For this specific call, the portfolio consists of USD 300,000 covering up to 6 proposed actions with a budget of up to USD 50,000 each. It targets CSOs operating under the 3RF (including Working Groups, IOB, CG, LFF, etc.). Call targeting CSOs working outside of the 3RF framework will be launched later during the year.

An investigative journalism training will be held in partnership with the “Arab Reports for Investigative Journalism Across the Arab World” (ARIJ) network to promote investigative journalism as an anti-corruption advocacy tool.

The training targets 30 journalists with capacity development on legal frameworks to combat corruption and provide the trainees with the appropriate tools to conduct investigations on three core topics related to the aid and reform efforts in the humanitarian, reconstruction and economic reform sectors.

The training will be divided into two (02) phases:
- In the first workshop, participants will be trained by LTA on anti-corruption
measures and the tools used to enforce those measures while promoting transparency and accountability. This workshop be held from the 23rd till the 25th of September.
- The second workshop will commence on the 3rd of October and will last till the 7th of October. LTA will be partnering with ARIJ to conduct trainings on investigative journalism and the process of producing an investigative report.

Following the completion of both phases, groups of participants will be assigned to produce investigative reports over the course of six (06) months. ARIJ trainers will be supervising and monitoring the groups. Investigative reports generated can potentially be published on media channels and on LTA's website.
