Expert writer for White paper development- QOOT Cluster

1. Background

QOOT Cluster, Lebanon's Agrifood Innovation Cluster, is dedicated to fostering innovation and collaboration within the agrifood sector. To support our mission, we are seeking an experienced expert to assist our technical committees in writing comprehensive and impactful white papers. These white papers will serve to highlight key industry insights, innovations, and recommendations that align with our strategic objectives and push for policy making in the subject of each committee (Export & Trade Facilitation committee, Innovation committee / R&D, Communication & Public Affairs)..

2. Objective

The primary objective of this consultancy is to provide expert guidance and support to QOOT Cluster’s technical committees and to publish three white papers. These documents should effectively communicate complex technical information, industry trends, and policy recommendations to a diverse audience, including stakeholders, policymakers, and industry professionals.

3. Scope of Work

3.1 Research and Analysis

In this segment the service provider should delve into the current state of each of the technical committees’ topics and accordingly start collecting data necessary to start drafting the white paper.

3.2 Content Development

Under this component, the service provider needs to be coordinating closely with Technical Committees members or presidents to discuss the findings of the research done each committee separately and to come up with the right subject/policy desired to be pushing forward to in each of the white papers.

3.3 Review and Editing

This part of the white paper focuses developing the whole structure of each of the white paper and to validate content with the Technical Committees presidents and QOOT Cluster Members.

3.4 Finalization and Submission

This part of the Activity is about review and examination of the content to ensure that it is compliant with the approved outline and that each white paper drafter would result or push for policy making in the Technical Committee subject.

4. Deliverables

• Meeting minutes with technical committees' presidents or members.

• Detailed outlines for each white paper.

• Draft versions of white papers for review and feedback.

• Finalized white papers ready for publication.

5. Duration of Assignment

The consultancy is expected to last for 5 months, starting from the date of assignment. The expert will work closely with the technical committees throughout this period.

6. Reporting

The consultant will report directly to the QOOT Cluster Manager and Senior Coordinator, providing regular updates on progress.

7. Qualifications and Experience

Applicant’s Profile:

• White Paper Writing and Publications: Experience in white paper development, preferably with publications.

• Policy Analysis: Expertise in analyzing regulatory frameworks and providing policy recommendations.

• Data Collection and Analysis: Proficiency in research methodologies and data analysis.

• Project Management: Experience in managing research projects and timelines.

• Communication and Dissemination: Skills in presenting findings and engaging stakeholders.

• Environmental Sustainability: Knowledge of sustainable agriculture practices.

• Export Market Analysis: Expertise in assessing export potential and trade regulations.

• R&D Knowledge: Understanding of R&D impact on the agrifood sector.

• Communication and Public Affairs: Insight into public relations and advocacy in the agrifood sector.

Additional Qualifications:

• A minimum of 5 years of experience in technical writing, preferably in the agrifood sector.

• Strong background in research and analysis.

• Proven experience in writing and editing white papers.

• Excellent communication and collaboration skills.

• Keen attention to detail and ability to present complex information clearly
