Terms of Reference

Background

With the support of Oxfam IBIS, Oxfam and partners are implementing a project titled “DANIDA NORTH”. The project will contribute to End poverty in all its forms, achieve gender equality and empower all women and girls, Reduce inequality within and among countries, Promote peaceful and inclusive societies for sustainable development, provide access to justice for all and build effective, accountable and inclusive institutions at all levels, Strengthen the means of implementation and revitalize the global partnership for sustainable development.

 

To achieve this overall objective, the project will implement activities under two main clusters:

 

Objective: Increased Resilience and Social Stability of 12,600 Lebanese and refugee women, men, girls, and boys affected by the multi-faceted crises in Lebanon

 

Outcome 1: Crisis-affected populations in Tripoli and the Beddawi Camp, particularly women and youth, have strengthened agency and improved access to protection and basic services

 

Outcome 2: Crisis-affected populations and local actors in Tripoli and the Beddawi Camp are active agents in the promotion of protection, resilience, and social stability

Under these activities a baseline and an endline was designed to collect the needed data and capture the impact of the objective of the project.

Objective
Oxfam is looking for two qualified enumerators in Tripoli, Lebanon to work directly with the MEAL Officer to conduct PDMS and Endlines with the beneficiaries who received cash assistance. The purpose of the calls is to monitor the project impact throughout the process.

 

The enumerators should have all necessary tools and information as well as the contact information of all the people to be contacted.

 

  • The enumerators will be using MicroSip that will be downloaded by Oxfam IT team, and will conduct phone calls throughout a link provided by the MEAL team on survey CTO.

 

Expected Deliverables

The two enumerators are expected to work simultaneously from the month of November to the month of December. The enumerators are expected to be available for 18 days per month.

 

Consultancy duties and responsibilities

Enumerator’s main responsibility will be to:

  • Desk review to go over and understand Oxfam policies and guidelines
  • Attend training on how to conduct assessments with beneficiaries.
  • Report daily to the MEAL Officer
  • Fill in the data collected on the system
  • Report and take note of success stories or challenges if needed

 

Qualifications and required expertise

Qualification & Skills Requirements:

  • Excellent interpersonal, organizational, and time-management skills.
  • Analytical.
  • Strong experience in data collection and data entry via tablets and laptops.
  • Proven written and oral communication skills in Arabic and English.
  • Proficiency in using Microsoft Office Programs such as Word Document and Excel.

 

Timeframe

Calls are envisioned to take place between November and December 2022
