ABOUT THE CONSULTANCY

Frontline AIDS is looking for a consultancy group to conduct a final evaluation for the Global Fund Middle East and North Africa Multi-Country Grant on Sustainability of HIV services for Key Populations. The overall purpose of the final evaluation is to provide an external, objective, evidence-based analysis of the programme’s contribution to the national and regional response to HIV. This will be done through identifying the main results and changes brought on by the programme and how the programme has contributed to these outcomes.

Applicants should meet the following criteria:

  • The consultancy team should be comprised of an expert in organizational development, an expert in domestic resource mobilization, an expert in the field of HIV and human rights, and an expert in program design and setting efficient implementation structures for complex programs.
  • Substantial experience in conducting evaluations of HIV programmes in the MENA region, specifically for the expert in HIV & human rights
  • Experience in undertaking assessments using qualitative methodologies
  • Experience working in an international development context
  • Knowledge of Frontline AIDS & Global Fund evaluation priorities and expectations
  • Understanding of participatory evaluation approaches
  • Ability to systematically analyse and present complex data and information
  • Excellent communication and facilitation skills
  • Excellent written and spoken English, Arabic, and French
  • Ability and commitment to deliver the expected results within the agreed period of time

How to apply

Frontline AIDS would like to invite proposals from consulting groups. The consultancy team/group should include experts in the following fields: domestic resource mobilisation, organisation development in the civil society sector, and HIV structural barriers to accessing services and retention in care and support. One member of the team should be identified as project manager/lead consultant.
