Procurement of thermal greenhouses films

1. The Republic of Lebanon represented by the Ministry of Agriculture (MoA) (hereinafter referred to as the “Purchaser”) received a Grant from the International Fund for Agricultural Development (IFAD) toward the cost of the Climate Smart Agriculture: Enhancing Adaptive Capacity of the Rural Communities in Lebanon (AgriCAL) Project – Rural Poor Stimulus Facility – and it intends to apply part of the proceeds of this Grant to eligible payments under the contract: Procurement of Thermal greenhouse films.

2. The fiduciary operations coordination for the Climate Smart Agriculture: Enhancing Adaptive Capacity of the Rural Communities in Lebanon (AgriCAL) Project (procurement processing and financial management) will be undertaken by a Project Coordination Unit (PCU) in the Ministry of Agriculture. The PCU will be responsible for managing the procurement process of all bids and tenders under the Grant to include but not limited to: preparation of bidding documents, advertising; contract preparation; participation in the evaluation process, contract management and payments under the Contract.

3. The Ministry of Agriculture invites sealed bids from eligible bidders for the Procurement of thermal greenhouses films.

The maximum duration for the supply, delivery and testing of Goods is sixty (60) days after the signature of the Contract.

The bidding documents covers the folowing goods: Procurement of 1,000 rolls of thermal greenhouses films

4. Bidding will be conducted through the National Competitive Bidding procedures as specified in IFAD Project Procurement Guideline’s (September 2010).

5. Interested eligible Bidders may obtain the Bidding Documents in English by sending an official email (mentioning the bidder’s name, address, and contact person and phone number) to [email protected], Attention: Ms. Amal Deghaili, AgriCAL Procurement Officer before Thursday 30^th of September 2021 at 13:00 p.m. (Beirut local time).

6. A prospective Bidder requiring any clarification of the bidding documents may notify the PCU in writing to the attention of Ms. Amal Deghaili, AgriCAL Procurement Officer to the following email address:  [email protected]

7. No pre-bid meeting will be organized for this bidding exercise.

8. Bids are received by the Purchaser on Monday, Tuesday and Thursday from 9:00 a.m. till 13:00 p.m. at the address specified below, no later than Thursday 30^th of September 2021 at 13:00 p.m. (Beirut local time). Late bids will be rejected.

9. Bids shall be valid for a period of 90 days after the bid submission deadline, and must be accompanied by a bid-securing declaration as per the specified format.

10. Bids will be opened in the presence of bidder's representatives who choose to attend on Thursday 30^th of September 2021 at 13:10 p.m. (Beirut local time) at the address mentioned in point 8.
