Consultancy for policy mapping and context analysis – Masarouna project

 

Methodology

The methodology will rely heavily on an in-depth desk review and will be complemented with key informant interviews (KIIs). The desk review will compile the available literature related to SRHR services and practices in the 6 localities, focusing on but not limited to: governmental and non-governmental SRHR initiatives, CSO services and research, civil movements, and activism with a focus on their outcomes need assessments, published case studies…International, regional, and country-specific policies should be included. The gathered secondary data will then be evaluated against a set of criteria that define policy and practice effectiveness, with main efforts focusing on the extent to which specific objectives have been achieved (e.g., improved access to SRHR information and services) as well as more qualitative aspects of a given intervention (e.g., safety, inclusivity, adequateness, accessibility…). The analysis will then help to identify points of reform in each locality to tailor future interventions and inform future decisions as well as provide a qualitative baseline situation for relevant key indicators of the Masarouna program.

In addition, a maximum of 12 short KIIs will be carried out, two in each locality, with selected actors. The key informant guide would be provided by the AFE research center. The KIIs will help identify other possible actors in the field of youth SRHR and will provide more context to the policies and practices mapping.

Finally, an actor mapping will be included to explore the relationships and connections among identified actors, as well as their relationships to a given issue, project or intended outcome. The purpose of the actor mapping is to identify opportunities to improve a system’s overall performance. In this baseline, the actor mapping and analysis comes as the final section after understanding the overall context, policies, and practices. Through the previous activities, namely the desk review and KIIs, one should have a well-rounded idea of key actors, points of influence, and available services, this will be the mapping component. As for the analysis component, it would consist of a matrix with the following:

Degree of connections, interests, and influence.

Youth inclusivity

Perspectives towards SRHR.

Barriers, weaknesses, and opportunities for improvement.

 

Research Center Requirements

The selected center will be required to map out policies, practices, and actors related to SRHR in the selected countries and carry out short key informant interviews (KIIs) with key actors using an interview guide created by the research center at AFE.

The research center should have experience and expertise in the relevant area and be able to document and analyze gathered data in the areas of SRHR for YP (in particular the specific target groups of this program) and be able to document and analyze data with a gender lens.

Key Responsibilities:

Attend an inception meeting with AFE to go over the project, methodology, and expected deliverables.

Follow up weekly with the research center at AFE.

Carry out a desk review and mapping of SRHR policies and practices as well as mapping out key actors in the area.

Conduct 12 KIIs (2 in each country).

Transcribe and analyze the KIIs.

Deliver a baseline report with all key findings, mappings, and situations of relevant key indicators.

Fill out a narrative and financial report detailing the stages and how the study was produced.

How to apply

Applications are accepted from organizations and research centers wishing to carry out the mapping in English. Each application should include the following:

An overview of the organization or center, including areas of expertise and networking abilities within the MENA region.

Anticipated budget breakdown.

Timeline of deliverables. The selected organization or center is expected to start immediately. The deadline for a preliminary context analysis is August 11th, 2021. The submission of a first draft is due on September 30th 2021, the submission of a finalized report is due on October 15th, 2021. The timeline submitted should outline all activities over this period, including important milestones (such as data collection, literature review, analysis, write-up).
