Legal advice related to Water and Wastewater sector in Lebanon (Execution mainly in Arabic and English - Contractual documents in French)

Summary:

AFD is seeking legal consultants within the framework of a Technical Assistance Program in the Water and Wastewater sector in Lebanon funded by the European Union, to work in close coordination with the Regional Water Establishments, the Ministry of Energy and Water, and the relevant institutional and sector stakeholders.
The execution languages are Arabic and English (French to a lesser extend). Contractual and tender documents are in French.

Context:

The Program is financed by the European Union under delegation to AFD, which is responsible for its implementation.
It aims to strengthen the Lebanese actors in their respective functions of service operators (through the four Regional Water Establishments) and tutelage (through the Ministry of Energy and Water - MoEW) as well as support institutional and sectoral dialogue.
In the execution of this program, a multitude of studies and intellectual services are planned in order to carry out the various activities necessary in the implementation of the reforms. This consultation covers a range of services related to the law of the water and wastewater sector.

Object of the Mission:

AFD invites you to submit an offer for the following services:

- Carry out an analytical review of the Water Code and the needs proposed in terms of decrees in the updated national sector strategy and documents of reference;
- Draft and organize priorities for the implementation of the legal reform;
- Draft the application and implementation decrees of the Water Code;
- Carry out an organizational audit of the Ministry of Energy and Water around the tutelage functions;
- Draft the necessary legal decrees / regulations and identify the necessary legislative revisions/improvements identified allowing the implementation of the reform;
- Support the drafting of standardized balance sheets for the Water Establishments and the template annual report submitted to the Ministry of Energy and Water;
- Support the structuring of management models for new infrastructures;
- Support the structuring of the Water Establishments and the set-up of delegated management models;

- Support the diagnosis of the organization and operation of Water Establishments;
- Support the structuring of a performance framework between the Water Establishments and the Ministry;
- Support the development of an analysis grid for projects identified on the basis of legal criteria;
- Participate in and facilitate meetings for the preparation and adoption of water Code decrees;
- Carry out evaluations on the effective implementation of the modified legal framework and the decrees prepared and propose the adjustments or revisions necessary for the proper implementation of these texts;
- Conduct consultation meetings with the various stakeholders if necessary;
- Monitor the progress of the various activities listed above.
