Project Name “Women Led Placemaking for Peacebuilding in Tripoli”, in partnership with CatalyticAction (CA) and funded by UN Women – WPHF Fund

1- Ruwwad Al Tanmeya Organization Overview

Ruwwad Al-Tanmeya is a regional non-profit community development organization that works with disenfranchised communities through education, youth volunteerism and grassroots organizing. Our approach encompasses an array of programs and projects that, together, strengthen initiative and facilitate redress to problems prioritized by members of the community. Three main programs anchor Ruwwad: Child Development, Youth Organizing and Community Support. Three basic values shape every program or activity at Ruwwad Al-Tanmeya: secularism, diversity, and equity.

2- Operational Objective

Ruwwad is seeking a qualified contracting company to undertake the rehabilitation of two public spaces in Tripoli, Lebanon.

3- Scope of Work

The project will target the rehabilitation of 2 public spaces sites that are accessible to all gender and age groups, in Tripoli, Lebanon.

- The first location is the sidewalk along Tebbeneh cemetery.

- The second location is the first stairs at Al Muhajirin street, parallel to Syria street, Bab Al Tebbeneh.

Locations coordinates: 34°26’27.5” N 35°51’00.1” E / 34°26’27.3” N 35°51’02.3” E.

4- Submission guideline

All Bidders are required to send the below requirements to the following email address tenders@ruwwadaltanmeya.org  copying reem@ruwwadaltanmeya.org  with the subject “Women Led Placemaking for Peacebuilding in Tripoli – Rehabilitation of Public Spaces in Tripoli”:

- Quotation should be (signed/Stamped).

- Official documents "Certificate of the registration in the ministry of finance المالیة الشھاد) – (تجاریة إذاعة

- The TOR “Terms of Reference” (signed & stamped).

- Company profile.

- Bank account details (to be provided in case payment is made via bank transfer).

- Supporting documents proving a minimum of 5 years of experience in building construction projects.

- Statement of Satisfactory Performance or contact details from the Top Two Clients obtained in the past three years.

- Relevant experience in executing street interventions and public spaces (at least has executed 3 projects).

- Availability of a site civil engineer with 5 years of experience to follow up on all construction works (copy of CV is required to be submitted within the offer).

- Letter of commitment to begin implementation works on the date stated by Ruwwad al Tanmeya  

- Clear and detailed work timeline submitted using Gantt chart model.

5- Payment Terms

• 20% upon receiving detailed work plan with timeline (Gantt chart), the safety procedure to be followed on site and completion of 20% of works (as per the approved work plan and upon validation from Ruwwad through CA).
• 40% upon completion of 60% of works (as per the approved work plan and upon validation from Ruwwad through CA).
• 40% upon completion of all works (as per the approved work plan and upon validation from Ruwwad through CA).

The Contractor shall be paid based on the budget and BOQs presented.

6- Payment methods

- Bank Letter or bank transfer.

- Bank fees will be charged to the supplier as described under the "Payment Terms" section.

8- Timeline for Work Execution

The overall execution time frame for the whole project is spread over a period of 2 months, starting from contract signature date.

- Kindly note that the quotation will be automatically rejected if:

• The quotation is received after the deadline.
• Adjustments are made to the specifications mentioned in the attached BOQ.
• Calculation error in quotation.
• The applicant does not provide documentary evidence of its status as an eligible & qualified contractor.
