Programme Coordinator
The Spanish Red Cross (SpRC) is looking for an experienced and highly qualified Programme Coordinator.
The Programme Coordinator will report to the SpRC country representative and be based in the SpRC Office in Beirut. She/he will be responsible for the planning, implementation, and reporting of programmes in Lebanon, in cooperation with the Lebanese Red Cross (LRC). The Programme Coordinator will closely coordinate with LRC, Palestine Red Crescent Society – Lebanon branch (PRCS-L), other Red Cross Red Crescent Movement and external partners, focusing on developing and maintaining partnerships inside and outside the Red Cross Red Crescent (RCRC) Movement.
Essential Responsibilities and Responsibilities
- Provide technical support and coordinate the implementation of project activities, managing local teams dedicated to these projects in collaboration with Movement partners and LRC.
- Contribute to the overall team’s goals by collaborating effectively with other SpRC team members, working towards country-wide objectives
- Oversee the management of SpRC-supported Livelihoods and Health Programmes and maintain effective support and quality control of these programmes.
- Coordinate and monitor the financial and administrative aspects of assigned projects, ensuring effective allocation of funds and compliance with SpRC criteria, donor regulations and local legislation
- Regularly follow up on project implementation, analyze data, and prepare narrative reports ensuring quality standards and timely delivery.
- Design Terms of Reference for baselines, needs assessments or evaluations and collaborate with external parties and LRC to ensure the quality and relevance of the process and outcomes.
- Proactively support the capacity development of the Disaster Risk Reduction Unit at the LRC to ensure impactful project implementation supported by SpRC.
- Support SpRC to ensure that capacity-building efforts are well coordinated in the country with IFRC and other partners.
- Support the Country Representative with the development of new livelihoods and health interventions and Programmes including writing of proposals in coordination with LRC.
- Facilitate partnerships with relevant stakeholders in the country, when applicable, in coordination with the National Society.
Operational/Technical Roles and Responsibilities
Duties applicable to all staff:
- Abide and work in accordance with the Red Cross and Red Crescent Principles, as well as the Red Cross Staff Code of Conduct.
- Perform any other tasks assigned by line manager.
- Perform tasks independently and take responsibility for the assigned
Function Specific Skills
- At least five years of operational experience in international humanitarian and/or development programming (NGO, IO, or Charity) focusing on Livelihoods, Health, Green Response, environmental sustainability and Community-Based-Approach Programmes.
- Solid experience in project development, implementation, capacity building and management with local partners
- Strong coordination, communication and planning skills, with experience in donor reporting, accountability, and compliance
- Experience working with Spanish donors, the Spanish Agency for International Development Cooperation (AECID) or the European Union EU
- Previous experience as a Red Cross staff member or volunteer is an asset.
- Experience in designing and delivering training is a plus
