EU – Project Coordinator

KfW Development Bank was mandated by the EU delegation in Lebanon for an “Action” to support the green transition of MSMEs in Lebanon with a financing volume of 10 Mio. EUR. The project will endure for six years and contract a local implementing institution in Lebanon. The project will be implemented with the involvement of financial intermediaries, will be in line with the do no harm approach and take into consideration the current security conditions. The project will provide a holistic approach: on the one hand, it will identify and respond to financial needs of MSMEs and on the other hand provide technical assistance to the targeted MSMEs to ensure the sustainability of the measures. The financial support consists in grants, which will be delivered by the local implementing institution for selected MSMEs (Renewable Energy and/or Energy efficiency Grant beneficiaries) to invest in renewable energies and/or energy efficiency measures.

In order to support the efficient and coordinated implementation of the EU financing KfW is aiming to contract an external Consultant as a specialized coordinator with broad sector and country experience.

The Consultant will facilitate the implementation of the Action according to its own rules and procedures and these Terms of Reference. This position will be contracted by KfW and will be based at the KfW Office in Beirut to support the cooperation and coordination between KfW and the EU. The tasks of the Consultant will contain (but not be limited to):

• Support KfW HQ in monitoring project implementation progress, random control of use of funds procurement, evaluation and monitoring arrangements and reporting;
• Support the development of an implementation concept during inception phase to further define the concrete activities in line with the needs of the target group and the mandate of the local implementing institution to be selected;
• Undertake periodic review missions (in which the EU will be invited to participate) and will support in setting-up a monitoring and reporting framework;
• Provide support to the local implementing institution;
• Support communication with the EU Delegation on the activities;
• Support to ensure synergies and close coordination between EU funded and other interventions to support Lebanese MSMEs, in particular a planned German intervention funded by the German Ministry for Economic Cooperation and Development (BMZ);
• Participate in relevant sector coordination meetings and identify potential synergies with interventions financed by other donors;
• Organize events related to the Action (if applicable) and support the visibility measures conducted under the Action;
• Update above listed tasks from time to time and add any other task as required.

The tasks are to be conducted in close coordination with KfW and might be updated from time to time. The Consultant will not undertake these tasks independently but will work in coordination with the responsible Portfolio Manager at KfW HQ and the head of the KfW country office in Lebanon.
