Action against Hunger is an international non-governmental, private, apolitical, non-religious and non-profit organization created in 1979. Its goal is to combat hunger and dangerous situations that threaten men, women and children. Currently 500 expats and more than 5,000 employees are working for Action against Hunger in more than forty-six countries working in projects concerning four areas of focus: nutrition, health, food security and water and sanitation. 

In Lebanon, the Syrian crisis continues to generate political, social and economic pressure due to the war in Lebanon and keeps more than 1.5 million refugees in a situation of increasing vulnerability. In this environment of political, economic and social uncertainty, our teams have maintained their high levels of humanitarian response and aid to Lebanon. Likewise, our interventions have been maintained in the Bekaa and northern areas, as well as in the south of the country, with a special focus on working in partnership or in consortium with other organizations and on institutional strengthening of the relationship with both donors. institutional, such as with local authorities and entities.  

 

The macro objectives of the MEAL department at Action Against Hunger are summarized as follows:

  • Monitoring the progress of activities to the planned objectives.
  • Macro analysis of the project’s sectors to assess the efficiency and effectiveness of current plans and adapt accordingly.
  • Ensuring implementation of projects occurs in line with the humanitarian principles and Action Against Hunger code of conduct.
  • Conducting end of review analysis to capitalize lessons learnt for future projects.

Under the supervision of the MEAL Manager, the MEAL Officer will support and assist the different program teams in the collection and documentation of monitoring and evaluation information regarding all activities conducted by the program teams in the South. This includes but not limited to: random beneficiary verification, vulnerability surveys, baseline surveys, endline surveys, exit surveys, market data collection, quality spot checks, focus group discussions etc... The MEAL Officer will train program teams on the use of adapted tools and methodologies and directly implement some of the monitoring (especially process) and evaluation surveys. The MEAL Officer will support the MEAL Manager in compiling information to build on Action Against Hunger institutional knowledge and producing capitalization reports for the organization and donors. The MEAL officer will be also responsible for collecting information related to the humanitarian situation and context evolution.

The MEAL Officer will work in close cooperation with the program teams to ensure that he/she has an in-depth knowledge of the specificities of the programs conducted and to regularly feedback the program teams on the outcomes of the MEAL activities carried out in the field.

 

Objective 1: Prepare the assessments. (10%)

  • Support MEAL Manager in implementing assessments on ODK
  • Make the necessary arrangements before the assessment (call group participants, check access to areas, set times, check availability, etc.)
  • Support the logistics staff (drivers) with the location of new places, households, and interviews
  • Look for suitable places to conduct the interview when there are specific needs to bear in mind (privacy, the confidentiality of information, etc.)

 

Objective 2: Collection of Information and Data Gathering (20 %)

  • Identify the eligible people in the household/tented settlement for the interviews/questionnaires
  • Support MEAL Manager in implementing assessment protocol during the data collection phase.
  • Inform them of the scope and objectives of the assessment
  • Conduct interviews at different levels (household, ITS, etc…) in person or remotely (telephone call)
  • Apply and manage different questionnaires/data collection tools (questionnaires, KAP surveys, FGD, etc…) depending on the case
  • Compile indirect information and triangulate the provided data through direct observation, alternative questions and alternative informants (neighbors, relatives)
  • Input primary / secondary information collected data and any other remarks/observation systematically through an android tablet/device or via questionnaire hard copies

 

Objective 3: Data Analysis (15%)

  • Support MEAL Manager with data analysis and quality checking needs that may arise.
  • Gap detection and analysis
  • Participate, when needed, in writing basic M&E and impact assessment reports

 

Objective 4: Accountability (30%)

  • Maintain regular contact with beneficiaries, community leaders, municipality representatives and other (I)NGOs, inviting them to participate in monitoring and assessment processes and sharing the results with them.
  • Inform target beneficiaries of their rights, the intended results and impact of the project, the monitoring and evaluation processes, and the feedback and complaints Mechanism of ACF International.
  • Support the feedback mechanism officer in case it is needed.
  • Support MEAL Manager in implementing hotline protocol assessments
  • Support MEAL Manager in following up and implementing MEAL Plans

 

Objective 5: Learning (5%)

  • Assist the project team and partners in documenting lessons learnt.
  • Support the implementation of reviews and learning events at project locations if it is needed.

 

Objective 6: Reporting (15 %)

  • Report continuously the progress of the activities and assessments to his/her line manager.
  • Report weekly on all the activities related to assessment and data collection.
  • Regular oral reporting, debriefing, and feedback to MEAL Manager, MEAL Coordinator and Project Managers (where necessary)

 

Objective 7: Co-ordination (5%)

  • Participate in daily meetings before leaving for the field
  • Work closely with WASH, FSL and MEAL Field Officers for data collection execution
  • Communicate aims and objectives of the study with community and respondents
  • Establish a good understanding of the program within the Community
  • Participate in daily meetings before leaving for the field

 

Objective 8: Security

  • Respect the security rules specified in the mission and base security plan, see to it that the team under his/her responsibility complies with the security plan and perform the security management tasks that can be assigned in its protocols.
  • Communicate to the security managers of the working location any security related information or noncompliance with the security plan.

 

Objective 9: Support humanitarian activities of Action Against Hunger

  • Support any other emergency interventions of the organization as per the employee’s abilities.
  • Support any activity that helps reach our humanitarian goals, as per the employee’s abilities.

 

Objective 10: Gender & Safeguarding (cross-cutting)

  • Promote safe and equitable environments, through knowledge and application of the protocol against harassment and gender policy.
  • Knowledge and compliance with safeguarding policy.
  • Promote gender equality within the humanitarian and/or development work

 

 

Training/ Education:

Bachelor’s degree in information management, social sciences, or any related field

 

Technical specific knowledge:

  • Good Knowledge in data collection, analysis, and management principles
  • Good analytical capacity for qualitative and quantitative information
  • Good knowledge of the region (South and Nabatiyeh Governorates)
  • The initiative, organize, availability/learning capacity 
  • Good understanding and knowledge of the humanitarian principles
  • Agrees with the principles, charter, and objectives of Action Against Hunger.

 

Previous experience:

  • At least one year of related previous professional experience
  • Previous field experience in assessments, data gathering, interviews, and information triangulation/verification
  • Previous experience in conducting focus group discussion
  • knowledge in any of the following field: Food Security and Livelihoods, Cash for Work, WASH

 

Humanitarian sector knowledge:

  • Ability to work as part of a team, interpersonal qualities, and diplomacy 
  • Communication skills to interact with refugees and vulnerable population 
  • Good organizational skills, serious and rigorous
  • Calm, patient, organized and open-minded
  • Flexible with respect to job priority
