Under the supervision of the Programme Development & Quality Coordinator/Programme Director, the MEAL Officer is responsible for managing Monitoring and Evaluation (M&E) frameworks and tools to monitor and evaluate Concern projects. This role involves active participation in the production and implementation of log frames and MEAL plans, leading data collection efforts, and conducting regular field visits to ensure the quality of data. The MEAL Officer ensures timely data input and analysis, contributing valuable information for decision-making on program design and implementation, as well as for reporting for Concern internally and externally to donors and relevant stakeholders.Under the supervision of the Programme Development & Quality Coordinator/Programme Director, the MEAL Officer is responsible for managing Monitoring and Evaluation (M&E) frameworks and tools to monitor and evaluate Concern projects. This role involves active participation in the production and implementation of log frames and MEAL plans, leading data collection efforts, and conducting regular field visits to ensure the quality of data. The MEAL Officer ensures timely data input and analysis, contributing valuable information for decision-making on program design and implementation, as well as for reporting for Concern internally and externally to donors and relevant stakeholders.

Main duties & Responsibilities:

  1. Support & participate with the PQU & MEAL team in the management of  the M&E system of Concern’s projects and ensure they are implemented effectively
    1.  With the support of the Programme Development & Quality Coordinator/Programme Director and the PQU team, building on existing tools, apply procedures for the monitoring and evaluating of Concern’s project activities. This will include participating to the production and revision of the project log frame, particularly in the areas of the objective hierarchy, indicators and monitoring mechanisms.
    2. Assist in revision of existing M&E tools; assist in the application of procedures for the M&E of Concern’s project activities. This will include reviewing the project’s logical framework and monitoring mechanisms (e.g. MEAL plans).
    3. Support in establishing rapid needs assessments to enhance preparedness and response efforts in emergency contexts.
    4. Collaborate with the PQU staff to guarantee that Concern’s project teams understand the logical framework and key project performance indicators and are implementing the M&E tools designed to measure progress against pre-approved indicators.
    5. Undertake regular visits to the field locations to support implementing M&E activities like routine data collection and support participatory review meetings with communities.
    6. With the support of the PQU staff, assisting in the design and management of internal evaluation, including the coordination of field-based, Concern HQ, data collection activities, review of an evaluation report, and sharing of evaluation findings and recommendations with intended audiences.
    7. Actively support the broader Concern Lebanon and Concern Worldwide organisational initiatives within the context of knowledge management, planning, monitoring and evaluation and sharing innovations and learning from Concern interventions.
    8. Design, plan and implement a capacity-building plan for Concerns relevant staff and/or partner staff on key elements of the different M&E components.

 

  1. To support collecting and analyzing of Concern’s project data at input, output and outcome levels
    1. Prepare data collection tools for PDMs, baselines and endline and assist in preparing all survey protocols.
    2. Liaising with M&E staff of other relevant agencies and government offices as relevant to collect current country information on the indicators relevant to the project
    3. Script quantitative surveys (PDMs, baselines and end lines) in DDG (Digital data gathering) or any comparable software.
    4. Carry out and supervise data collection for PDMs for multipurpose cash monthly.
    5. Perform analysis of PDMs data monthly, draft reports presenting the results of the analysis, and share the findings in an appropriate format.
    6.  Monitor the entire data collection process under Concern’s projects, from manual drafting, training of enumerators and staff, and monitoring of fieldwork to ensure data quality.
    7. Ensure all MEAL-related data and files are properly organised and stored
    8. Support in the development of learning briefs and lessons learned reports that summarize project findings, successes, challenges, and insights from both routine and emergency interventions. Ensure these documents are accessible to partners and stakeholders through learning events, best practices guides, and reports, facilitating the integration of findings into future program planning and response strategies.

 

  1. To support partners in their M&E systems
    1. In collaboration with the Programme staff, support partners in assessing their MEAL systems and capacity strengthening needs, focusing on building sustainable and adaptable systems for both routine and emergency responses.
    2. Provide mentoring, training and support to partner organisations to deliver high quality MEAL activities including ethical and safe data collection and analysis.
    3. Serve as focal point for partner organisations on technical queries and questions in the areas of MEAL. 
    4. Support the use of technology for MEAL functions.
    5. Collaborate with the project team to document and capture information on project impact for learning briefs, reporting purposes, and future response planning.
    6. Assist partners in conducting post-crisis evaluations to assess the effectiveness of their emergency response efforts, ensuring lessons learned are captured and shared for continuous improvement.

    1. Take part with the HR department in the recruitment processes of direct subordinates
    2. Provide support to the direct subordinates, contribute to their capacity building and career development through technical support and on-the-job training and coaching, including in particular a thorough induction at the start of their contract & follow up on their integration plan
    3. Ensure that direct subordinates are aware of and comply with all of Concern’s policies and procedures (Code of conduct, HR policy, and others)
    4. Ensure direct subordinates have accurate job descriptions, brief new joiners on their roles & responsibilities & job success factors, and set SMART objectives
    5. Ensure that work within the team is fairly distributed, planned and organized in a way which will efficiently & effectively meet the needs of the organization & department, while ensuring that team members are given appropriate workloads
    6. Monitor and periodically review performance of the direct subordinates through feedback and performance appraisals, hold staff accountable for meeting their success criteria, and give corrective and constructive feedback where required
    7. Ensuring team motivation, monitor wellbeing of the team dealing with complex cases
    8. Regularly meeting with direct subordinates for follow up, support, listening to their needs, and others as per the need 
    9. Ensure information circulation & coordination across the team and with other concerned departments when relevant
    10. Set a work plan and follow up when needed
    11. Solve & mitigate team conflicts, while ensuring the involvement of the HR department
    12. Contribute to a healthy working culture in the department

 

 

  1. Other:
    1. Actively participate in collective exercises such as preparation or updates of Preparing for Effective Emergency Response (PEER) plan, Security Management Plan (SMP) and other Concern initiatives. 
    2. Take active measures to address equality issues, particularly relating to gender, in programme as well as operational activities.
    3. Ensure the highest stands of accountability through ensuring good communication and information sharing within and outside the organisation.
    4. Be aware of, understand and comply with all of Concern’s policies and procedures (P4, finance, logistics, HR, security management etc).

Person specification:

Essential:

  • Education: Bachelor’s degree in business, statistics, mathematics, computer science, information management information or related fields;
  • Experience:
    • 3 years of experience in M&E with INGOs/NGOs
    • Supported in the development of M&E tools, including  logframes , data collection tools (for PDMs, baselines and endlines), scripting surveys
    • Data collection experience
    • Experience of working with partnership-based organization.
    • Experience of organizational capacity strengthening activities especially in designing and facilitating training and workshops.
    • Analysis of data
    • Team management experience

      Languages: Fluent Arabic and English languages
