Major Duties and Responsibilities:

The Health Officer will be responsible for implementing the daily activities in the field mainly providing training, supervision and support to the CHVs and health centers staff as requested from the Senior Health Officer. The health officer is to work under the direct supervision and guidance of the Senior Health officer:

  1. Technical side of the role:
  • Lead, organize and supervise the assigned teams, relevant staff, and community health volunteers.
  • Provide training, coaching and supervision for Community Health Volunteers in the community, and supported health centers staff.   
  • Assist in formulation of needed IEC materials and approaches in consultation with health staff and the community health volunteers.
  • Build relationships and act as link between Medair, communities, outreach staff and supported activities.
  • Ensure that data entry forms and templates are used correctly, and data are managed timely and with high quality.
  • Support the management of a quality health management information system, feeding data into appropriate channels (MoPH).
  • Ensure services are taking place in the agreed locations and health education sessions occur.
  • Recommend any improvements or changes in the community outreach program to the senior health officer.
  • Assist in planning and implementation of assessments and surveys as required.
  • Monitor medications consumption in the supported centers in coordination with the pharmacists and ensure timely delivery of supplies to the PHCC; contribute to procurement planning and projection. 

2- Staff Management:

  • Line-manage, train, coach and supervise all assigned staff (assistants) and volunteers.
  • Ensure an efficient and effective work schedule is in place for volunteers in the field according to the agreed work plan.
  • Monitor the health centers staff and CHVs according to their assigned tasks and provide regular feedback to the SHO.
  • Perform evaluation of staff under his/her jurisdiction.
  • Assess the training needs of the volunteers and center staff and field teams and ensure that appropriate training is conducted.
  • Under supervision of senior health officer, identify and recruit appropriate CHVs.
  • Plan and facilitate training for CHVs in close coordination with the senior health officer and health manager

    Communication and Coordination:  

  • Participate in coordination meetings related to the project, Medair internal trainings, and other meetings as required, representing Medair and feeding back to the health manager/project manager on relevant issues.
  • Provide updates to the MPM on a regular basis.
  • Upon need represent Medair in health sector and other relevant meetings and with local government representatives, international and local non-governmental organizations, and other stakeholders.
  • Represent Medair during donor visits.
  • Coordinate closely with the local community outreach part of the project so that the mobile teams’ activities and community-based activities interlink and complement each other.
  • Liaise, as necessary, with the health and logistic staff to ensure items are procured, transported, stored, managed and accounted for correctly.

 

Person Specification

  • 2 to 3 years post-qualification professional experience
  • Nursing degree
  • Native Arabic speaker

  • Excellent English (oral and written)
  • Very good working knowledge of Microsoft Excel, Word and Outlook, Access & XLS format, Experience working on PHENICS system
  • Team-player with good inter-personal skills, willing to share tasks and delegate
