Job Summary: The Technical Health Specialist is a vital member of IMC's central health unit, responsible for successful implementation of health programs. Collaborating with health management, technical unit, and field staff, the Specialist ensures adherence to SOPs, supports staff growth through capacity building, technical support, and contributes to evidence-based health strategies. The position holder works closely with team members to develop and implement health initiatives, provide technical guidance, and ensure quality program delivery. The Specialist plays a critical role in monitoring and improving department operations, driving programmatic excellence through technical expertise and leadership. The position is office-based with frequent field visits outside of Beirut.

 MAIN TASKS AND RESPONSIBILITIES

I.    Technical Support:

A.    Health Practices and Policies:
•    Collaborate with the health management and technical unit to develop and implement standardized operating procedures (SOPs) and activity forms.
•    Provide field staff with technical support and training on SOPs.
•    Conduct field visits to monitor and ensure adherence to SOPs.
•    Regularly review and update SOPs every 6 months through data analysis and feedback collection.

B.    Capacity Building Training:
•    Perform training needs assessment and develop comprehensive training plans.
•    Design and implement tailored training programs for PHCC and IMC staff.
•    Collaborate with stakeholders to integrate training efforts with organizational goals.
•    Monitor and evaluate training effectiveness for continuous improvement.
•    Manage central health training logistics, budget, and compliance with organizational policies.

C.    PHC Program Oversight
•    Oversee the implementation of PHCC activities in alignment with the program strategy plan.
•    Ensure that health services provided at PHCCs comply with national and international standards.
•    Monitor PHCCs' health interventions for quality and relevance, with a focus on technical aspects.
•    Promptly report any challenges related to PHCC activities to Health Management.
•    Collaborate with Senior Health Quality Assurance specialist and Medical Coordinator to address identified technical challenges and improve PHCC quality program. 

D.    Reporting and Documentation:
•    Prepare reports, presentations, and publications on findings and recommendations of primary healthcare activities.
•    Collaborate with the technical unit to ensure appropriate documentation and reporting of program activities and outcomes.
•    Develop and implement strategies to capture and store organizational knowledge effectively.
•    Support data analysis, interpretation, and visualization for program reports and publications.
•    Maintain documentation of program activities for internal and external reference.
•    Collaborate with project teams to integrate lessons learned into project management processes and improve future performance.

II.    Contribution to Mission and Health Strategy Development

A.    Proposal Development:
•    Support the Health coordinator with literature review and narrative development

B.    Research and Analysis:
•    Conduct research to gather relevant data, evidence, and best practices to inform the development of the mission and health strategy.
•    Analyze data and information to identify trends, patterns, and gaps in current health practices or strategies.
•    Stay updated with the latest research, publications, and innovations in the field of health to ensure the mission and health strategy is evidence-based and reflects current knowledge.

C.    Monitoring & Evaluation
•    Contribute to the formulation of clear, measurable, and realistic objectives, targets, and performance indicators for the mission and health strategy.
•    Participate in developing M&E surveys and analysis reports.
•    Develop and implement strategies to capture and analyze data related to program surveillance.
•    Collect, aggregate, and analyze program data to identify trends, gaps, and areas for improvement.
•    Stay updated on the latest developments and best practices in health preparedness.
Collaborate with program teams to develop and implement health preparedness strategies and initiatives.

D.    Stakeholder Coordination and Communication:
•    Collaborate with key stakeholders, such as MoPH, partners, and communities, to ensure proper implementation of activities 
•    Participate in consultations, focus group discussions, and meetings with stakeholders to gather feedback on the proposed mission and health strategy.

General  
•    Adhere to all of IMC’s policies and procedures, including Code of Conduct and Security SOPs

Job Requirements

MINIMUM QUALIFICATIONS
•    Typically Bachelor's degree in a relevant field (e.g., Medicine, Nursing, Public Health). 
•   Typically, 5+ years of experience in technical support, capacity building, and program oversight in the healthcare sector, preferably in low-resource settings.
•    Excellent communication skills 
•    Able to take initiative within a defined framework 
•    Able to work within a team 
•    Flexible and creative  
•    Strong commitment to work 
•    Able to work under stress 
•    Strong commitment to the organization and its values 

Desirable
•    A Master’s in Public Health or Healthcare Management  or Diploma in Project Management and/or Leadership 
•    Experience in a management in a humanitarian organization implementing health projects 
•    Experience with delivery of health services to vulnerable groups 
•    Core knowledge of public health principles and techniques 
•    Experience working in refugee response, particularly the Syrian Crisis 
•    Working knowledge of the policies and protocols Ministry of Public Health in Lebanon 
•    Advanced reporting skills, both qualitative and quantitative  
•    Advanced Microsoft excel skills 
•    Advanced writing skills (develop SOPs)
