Purpose

The purpose of this document is to outline the terms of reference for the online tender process for Christian Blind Mission - CBM. This tender aims to get contracted with a third party for the rehabilitation and construction activities needed in Saida for the Lebanese Union for People with Physical Disability – Access kitchen.

- This project aims to support vulnerable people with and without disabilities to be more resilient in times of crisis by strengthening their livelihood and food security and promoting social cohesion at the community level.

- The scope of work for the construction tender in the Saida access kitchen includes the procurement of specified rehabilitation and all accessories as per the attached design, ensuring quality and commitment to LUPD rules and procedures.

 The key activities involve field visits to the site for a rapid evaluation/assessment, plans and drafts, Quotation evaluation,  tender preparation, advertisement, bid evaluation, contract negotiation, award, and quality control.

 This TOR covers the LUPD Saida Office and is limited to the rehabilitation activities taking place regarding the access kitchen in the area. The timeline will align with the tender documents and project schedules.

- Tender Timeline:  The timeline for the tender process, including, deadlines, dates for bid submissions, evaluations, and contract awards is one month after the advertisement period: 6th of Sep 2024 – 7th  of October 2024.

Eligibility Criteria

Only experienced suppliers in the field are eligible to apply, by providing the below:

1- Company legal documents, Owner's ID, samples of previous work, and the company’s profile, same as the financial statement.
2- Suppliers who can only provide within the suggested framework of 45 days are to be selected.
3-All applicants are to submit a very detailed quotation (financial and technical) otherwise it will not be considered.

4- Payment withholds up to 10% of the total invoices before contractor delivery until donors and technical team approval – within 4 to 6 weeks of the site delivery.

How to apply

 Submission Requirements

- Proposals should be submitted in PDF Format, referring to the request in Annexes A, B and C signed and stamped by the company (Maps and drawings are essential parts of the tender and basics ).

- Submission Deadline is October 7th at 3:00 pm (Beirut Time).

- Proposals are requested to be submitted to our online portal, to the following email: [email protected] mentioning “RFT – Rehabilitation and Construction – LUPD Saida Kitchen” in the subject of the email.

Evaluation Criteria

Evaluations will be technically done based on the reputation of the company, quality of the products provided (in line with the attached drafts) , and details provided about materials and specs, same as the delivery estimated time, and financially based on the best value of money and manpower capacity of the companies teams ( engineers, workers…).

Contract Award

After the evaluation, based on the criteria mentioned previously, only shortlisted offers will be contacted and invited for a negotiation and contract finalizing meeting.

Confidentiality

Confidentiality in the procurement process is secure to maintain fairness and trust. Organizations require bidders to sign Non-Disclosure Agreements (NDAs) and protect sensitive information in tender documents, including project details and pricing. Bidders should ensure secure handling and limited disclosure within their organization. Breaches may result in disqualification or legal action. While strict confidentiality is essential, there should be defined exceptions, and compliance with relevant laws is vital. Overall, maintaining confidentiality ensures integrity and transparency in procurement.

  1. Questions and Clarifications

Questions and clarifications same as the possibility for a joint visit to the site to check and assess the location are valid for two weeks after the advertisement day: ---   from 9:00 AM till 2:00 PM.  Any other questions related to any offer will not be answered.

 Amendments and Updates

Amendments might take place if enough offers are not received, or in the event of suspicion of collusion or fraud.

Disqualification and Rejection

Bidders that don’t abide by the submission requirements mentioned above will be disqualified. Offers beyond the deadlines will be rejected, and questions will not be answered.
