1. Purpose

CARE established its presence in Lebanon in 2006 and has been responding to the Syrian Crisis since late 2012. Among CARE’s key imperatives is putting people it serves first through implementing cutting edge programming in areas it operates. CARE currently carries out activities in Beirut, Mount Lebanon, Akkar, North Lebanon, South Lebanon, and the Beqaa Valley.

CARE implements both emergency and development projects contributing to livelihood, food security, protection, gender, shelter, and water, sanitation and hygiene. It targets the most vulnerable people and populations, both host communities and refugees. Over the course of 7 years, it has supported over than half a million beneficiaries.
In Lebanon, CARE’s program strategy for the upcoming years will focus on strengthening and expanding its emergency response and capacity to provide basic assistance services while pursuing development projects in areas of food security and livelihood support, gender and protection. CARE intends to maintain its presence in all areas of Lebanon.
CARE Lebanon has scaled up rapidly over the past few years and today it has about 90 staff members, with more than 15 different local/international partner organizations. 90% of the team is composed of national staff, with a symbolic number of international members.

Senior Procurement and Logistics Officer

3. Specific Duties and Responsibilities

JOB RESPONSIBILITY 1: Procurement (25% of time)
• Assist in the procurement of goods and services, ensuring compliance with CARE International’s policies and procedures.
• Conduct market assessments and identify reliable suppliers.
• Prepare and issue requests for quotations (RFQs), evaluate bids, and make recommendations for supplier selection.
• Ensure timely and cost-effective procurement to support emergency response activities.

JOB RESPONSIBILITY 2: Warehousing and Inventory Management: (10% of the time)
• Manage the receipt, storage, and distribution of supplies and equipment.
• Maintain accurate inventory records and ensure proper stock management.
• Conduct regular inventory audits and physical checks of goods.

JOB RESPONSIBILITY 3: Transportation and Fleet Management: (20% of the time)
• Coordinate the transportation of goods to various locations, ensuring timely and safe delivery.
• Manage the organization’s fleet, including scheduling, maintenance, and fuel management.
• Ensure that all vehicles are in good working condition and meet safety and security
requirements.

JOB RESPONSIBILITY 4: Distribution (30% of the time)
• Plan and coordinate the distribution of emergency Food and Non-Food relief items to beneficiaries.
• Ensure that distributions are conducted in an orderly and efficient manner, adhering to CARE International’s distribution protocols.

JOB RESPONSIBILITY 5: Reporting and Documentation (5% of the time)
• Maintain accurate records of all logistics activities, including procurement, inventory, and distribution.
• Prepare regular reports on logistics activities and share them with the Senior Supply Chain Officer.
• Ensure that all documentation is properly filed and easily accessible for auditing purposes.

JOB RESPONSIBILITY 6: Coordination and Communication (5% of the time)
• Liaise with internal departments and external partners to ensure effective coordination of logistics activities.
• Communicate regularly with field teams to assess logistics needs and provide support.

JOB RESPONSIBILITY 7: Compliance and Risk Management (5% of the time)
• Ensure that all logistics activities comply with CARE International’s policies, donor regulations, and local laws.
• Identify and mitigate potential risks in logistics operations.
• Ensure that all safety and security protocols are followed in logistics operations.

4. Qualifications / special skills or knowledge

 Skills & knowledge:
• Previous logistics operations experience in medium-scale complex emergencies.
• Excellent organizational and time management skills.
• Ability to work under pressure and in a fast-paced environment.
• Strong communication and interpersonal skills.
• Proficiency in MS Office and logistics software.
• Ability to travel to remote and challenging locations.
• Flexibility to work extended hours during emergencies.

b. Experience: 

At least 1-3 years of relevant experience, especially at NGOs,

c. Academic background:

Bachelor’s degree in Logistics, Supply Chain Management, Business Administration, or a related field.

d. Languages: English and/ or Arabic are the working language of CARE International.

Knowledge of other languages is an asset.

5. Other contract elements

Benefits: Social security/Health Insurance & Transport allowance.
The direct supervisor reserves the right to adapt this job description at any time during employment according to needs. 
Any extension of this contract is dependent on performance review and funding availability.
