1. Objectives and desired results

 

    1. General objective

 

         The objective of the assignment is providing capacity building for the civil servants working at beneficiary administrations:

  • Civil Service Board
  • Public Procurement Authority
  • Court of Accounts
  • Central Inspection
  • Municipality of Saida
  • Establishment of the Water for Beirut and Mount Lebanon (EBML)

 

    1. Specific objectives

 

  1. Capacity Building in Microsoft Office:
    • Enhance the proficiency of participants in using:
      1. MS Excel
      2. MS Word
      3. MS PowerPoint
      4. Email
      5. Web browsing (searching, using AI, etc.)
  2. Hands-On Practical Experience:
    • Facilitate hands-on learning through practical exercises, projects, and case studies ergo reinforcing theoretical knowledge.
  3. Skill Development:
    • Develop necessary skills to be applied in the administrations’ daily work.

 

    1. Anticipated results

Delivering the mentioned trainings at each administration within the upcoming 12 months, before 31st of October, 2025.

 

  1. Requirements

 

    1. General Requirements

Training Materials

Comprehensive training materials, including presentation slides, exercise examples, and documentation. Exercises samples must aim at developing administrative staff skills in Arabic peruse. For instance, hands-on being done during the training should be in Arabic.

 

Hands-On Exercises

Practical exercises to reinforce theoretical knowledge. These exercises should provide participants with hands-on experience in all included material.

 

Projects

Group or individual projects that allow participants to work on real-world scenarios and solve practical problems.

 

Trainer Profile & Training requirements

  1. The proposed Trainer must have 5 years of experience in conducting similar training, preferably for public entities.
  2. The trainer’s profile should be shared as part of the proposal.
  3. A detailed Syllabus should be enclosed to the proposal.
  4. Example of the hands on delivered should be shared as part of the proposal.
  5. A holistic training methodology should be shared.

 

 

  1. Place, duration, and terms of performance

 

    1. The number of trainees is not expected to exceed 60 people, with different levels of knowledge and different needs.
    2. The proposal must be developed as a flexible framework agreement, as trainings will be conducted in separate occurrences, with multiple variables:
      1. The number of participants in each training
      2. The level of the trainees (beginner and intermediate)
      3. The location of the training (onsite at each administration or training center)
      4. The potential need of equipment (we might request to provide laptops for trainees)
    3. Start date: 1/11/2024.
    4. Delivery date: 31/10/2025

 

  1. Required expertise and profile

 

  1. The service provider must be a Lebanese trainer or a registered company with at least of 10 years of proven experience in delivering similar services.
  2. Previous experience in working with local NGOs and/or Lebanese public entities.
  3. All proposed training must be conducted at administrations or at service centers solely located in the Beirut region; Online Training services are not accepted.

    • A Resume in English highlighting background, education and proven experience.
