Individual expert consultant to work on facilitating and moderating a roundtable discussion and formulating a policy brief on Combating Sexual Harassment at the Workplace and addressing the main loopholes in existing policies in Lebanon/ LLWB-KAS

 

About the Program:  

LLWB, in partnership with KAS (Konrad-Adenauer-Stiftung), is conducting a multisectoral dialogue program aiming to amend discriminatory policies and procedures in Lebanon. 

 This work will be conducted using a participatory approach to address the impact of compounded crises on women's economic participation and its impact on women-led businesses in Lebanon. The multisectoral dialogue program will focus on both the formal and informal sectors and aims to propose amendments for policies to be inclusive and gender aware. The dialogues have various themes that LLWB has already been advocating for years to ensure sustainability, and cumulative of the work. 

The main first theme under the program is related on how to enhance and amend the current legislation related to criminalizing sexual harassment in Lebanon and how to support Lebanon to ratify the Convention 190 and its recommendation 206 to ensure a gender transformative approach.  

How to effectively implement the 205/2021 on criminalizing sexual harassment law in Lebanon, and to amend it for it to be fully effective to support women participation in the workforce is the main aim of LLWB. The numbers and percentages in the Global Gender Gap report, illustrate the pressing need for reform and new procedures to end violence and harassment at work and adopt policies on the national level as well as on local level and by organizations to ensure ending violence at work.  

To address this situation and in collaboration with KAS (Konrad-Adenauer-Stiftung), LLWB will organize a roundtable discussion in August 2024, aiming at proposing reforms to discriminatory policies and/or incomplete procedures or laws in Lebanon, based on the ILO pledge and convention aiming for the “Right of Everyone to a World of Work Free from Violence and Harassment”1 . This initiative utilizes a participatory approach to address the impact of compounded crises on women's economic rights and women-led businesses in Lebanon. The program targets both formal and informal sectors, intending to propose inclusive and gender-aware amendments for policies and/or procedures. 

LLWB, with KAS, will involve key sectors in Lebanon and engage with a range of stakeholders, including government representatives, syndicates, the private sector, civil society organizations, and academic experts. The private sector (including women-led MSMEs), the public sector (including formal institutions), and civil society organizations (CSOs) from various backgrounds, fields, and regions in Lebanon. The aim of the consultative meetings is to discuss the reality of laws in Lebanon impacting labor and the workplace, engaging stakeholders to propose amendments and recommendations for the amendment and implementation of 205 in a gender-transformative approach and how to advocate and lobby for Lebanon to ratify the Convention 190 and its Recommendation 206.  

This roundtable will be moderated by LLWB and led by an expert in public policies, who will later develop a policy brief based on the recommendations of the roundtable and that LLWB could use when conducting its advocacy and lobbying mission. 

Scope of individual consultation:  

LLWB is calling for an individual expert in public policies  to conduct, lead and moderate a Policy consultative meeting in the Month of August 2024 that will be organized by LLWB, aiming at proposing reforms to discriminatory policies and/or incomplete procedures or laws related to combating sexual harassment and violence in the workplace in Lebanon. This initiative utilizes a participatory approach to address the impact of compounded crises on women's economic rights and women-led businesses in Lebanon and continues the work that LLWB has been conducting for years in relation to combating sexual harassment at the workplace and ensure a workplace free of all types of violence.  

 

Timeline:  
The assignment is expected to take place during the month of August 2024 (in person consultation meeting) and September for the drafting of the policy brief. 

 

Qualifications:  

The ideal candidate should possess:  

  • A degree in social sciences, law, political sciences from a well-known university with at least 7 years of experience. 
  • Proven experience in gender transformative and inclusion policies.  
  • Strong background in labor law and discriminatory practices 
  • Have already a proven experience in the Combating Sexual Harassment at the workplace procedures  
  • Proven experience in the CSOs sector and the various method of advocacy that could be used to amend legislation 
  • Proven experience in law making, and law amending  
  • Proven experience in collaborative work 
  • Excellent public speaking, communication, diplomatic abilities.  
  • Excellent English and Arabic skills (French is a plus) 

 

 

Deliverables:  

The expert will conduct the meeting, including: 

  • Presentation, facilitation, with clear sets of agenda items to discuss with LLWB team and project manager and ED first. 
  • Draft and formulate a policy brief in English and Arabic based on the outcomes of the consultative meeting, coupled with a desk research covering the newest publications on the topic, including detailed recommendations for policy reform aimed at creating a gender-supportive environment in Lebanon's economic sector. 
  • Submit a final report in English (of maximum 10 pages)  
  • Submit an article of half a page in English and one article in Arabic to describe the impact and potential impact of the intervention on the activity with quotes and recommendations that could be used in media and LLWB publications. (of maximum 250-300 words each)

  • A financial proposal including a lump sum to moderate and facilitate the roundtable organised by LLWB, draft a policy brief in English and Arabic and a final report on the activity in English, and 2 short articles one in English and one in Arabic on the activity, in USD dollars, for developing the above-mentioned deliverables, in PDF. Title of Document should be Financial Proposal  
  • Copy of passports or IDs and Lebanese financial registration documents.   

Note: Failing to provide these documents will lead to a deduction of the withholding tax (8.5%) as per the Lebanese Law.
