MEAL COORDINATOR

SKOUN is a Lebanese non-profit, non-governmental organization and one of the first outpatient facilities that provides accessible treatment, education, and protection for all people who use drugs while maintaining its values regarding inclusion, accessibility, integrity, and dignity.

For 20 years, SKOUN has been caring for the most vulnerable populations in Lebanon and strives to ensure drug use and addiction are treated as primary health issues.

SKOUN aims to support the development of community-based substance use and mental health systems in line with the National Mental Health Strategy and model of care, tackling gender barriers in service access and gender biases in service provision through offering quality and gender-sensitive services to women, men, boys, girls, and non-gender-conforming individuals living in Lebanon, particularly the most vulnerable groups and people at risk.

SUMMARY:

The MEAL Coordinator will lead the development and implementation of the monitoring, evaluation, accountability, and learning systems at SKOUN.

The role will involve data entry, overseeing data collection, analysis, reporting, monitoring project indicators, and ensuring that activities are aligned with Skoun's and donors' guidelines.

Key responsibilities:

1. Monitoring and Evaluation (M&E):

• Develop and oversee the implementation of M&E plans, frameworks, and systems to track project progress and outcomes.
• Contribute to writing project proposals and donor reports.
• Contribute to the definition of the logical framework of the programs
• Draft activity reports and assessment
• Represent the program both internally and externally
• Analyze activity reports from Skoun and/or partner teams
• Monitor the activities budget and contribute to the construction of the budget
• Ensure the timely collection, analysis, and reporting of M&E data to inform decision-making and programmatic adjustments.
• Update data into coordination monitoring platforms
• Ensure the timely and quality reporting of different departments on internal MEAL platforms

2. Accountability and Learning:

• Establish and maintain accountability mechanisms to gather feedback from beneficiaries, partners, and other stakeholders.
• Facilitate participatory approaches to learning and reflection within SKOUN and among project stakeholders.
• Document and share lessons learned, best practices, and case studies to inform programmatic design and implementation.
• Define needs, evaluate the impact of actions, adjust them accordingly and adopt operational activities to the constraints

3. Capacity Building:

• Provide support to staff and partners on MEAL concepts, tools, and methodologies.
• Strengthen the capacity of project teams to utilize M&E data for decision-making, learning, and adaptation.
• Identify training needs, design and lead training sessions for Skoun’s staff or stakeholders if needed

4. Coordination and Collaboration:

• Coordinate with project teams, partners, and stakeholders to ensure alignment of MEAL activities with project objectives.
• Liaise with external consultants, evaluators, and technical experts as needed for specialized assessments or evaluations.

Deliverables:

• Reports are to be communicated and developed with the heads of departments/ programs
• Full summary report is to be shared and communicated with the Executive Director
• Update data on Skoun drive and systems
• Report on MEAL sections of donors' report
• Optimize internal and external MEAL systems

Qualifications and Experience:

• Bachelor's or Master's degree in a relevant field (e.g., Social Sciences, Development Studies, Statistics, etc.)
• Minimum of 3 years of experience in monitoring, evaluation, accountability, and learning roles, preferably in the relevant sector or NGO.
• Strong understanding of M&E concepts, tools, and methodologies.
• Experience with designing and implementing M&E systems for complex projects or programs.
• Excellent data analysis, interpretation, and reporting skills.
• Proficiency in relevant software applications (e.g., Microsoft Excel, SPSS, KOBO, etc.).
• Good understanding of the project cycle
• Previous work in a multi-disciplinary team is of added value

The main responsibilities and activities of the MEAL Coordinator can change depending on the workload and the team composition.

This job description can be modified at any time according to changes in Skoun's activities or the context, with prior notice and agreement between the two parties. On demand of the direct supervisor, other tasks might be added to the present list.
