1. Project Background
The Lebanon Community Support Program (CSP) is a multi-year project funded by USAID to support municipalities and underserved and vulnerable communities in providing better services and enhanced economic opportunities to improve lives and reduce tensions that contribute to conflict and violence, primarily in Lebanon’s North, South, and Beqaa regions. Under Task Order No. 3 (TO 3), the project provides technical assistance to municipalities, civil society organizations (CSOs), the private sector, or other entities to increase capacity and ensure sustainable impact in providing key essential services. The main objective of this 5-year task order is to support Component 3 (Capacity Building) of the CSP Program by delivering technical assistance to enhance the sustainability of CSP interventions under Component 1 (Community Stabilization Support) and Component 2 (Community Development Support), and if required, under future Task Orders.
As a testament to its dedication to learning and improvement, the CSP has undertaken three "Collaborative Learning and Adaptation”- CLA studies within its primary sectors of focus: Solid Waste Management, Solar Interventions, and Livelihoods, with a particular emphasis on Cooperative Support and Cash for Work initiatives. In its upcoming closing event scheduled for June 12th, the CSP aims to disseminate the findings of these CLA studies to the relevant beneficiaries and to facilitate an open discussion surrounding these findings, fostering an environment for dialogue and collaboration.
2. Summary of Position
The CSP is currently seeking a qualified and experienced facilitator to facilitate a Collaborative Learning and Adaptation (CLA) 1.5 hours discussion session scheduled for June 12, as part of the Closing Event of the CSP.
3. Specific Duties and Responsibilities
A-Review CLA Report:
- Read and analyze the CLA report and the accompanying power point presentation.
- Identify key findings, insights, and recommendations relevant to the discussion session.
B- Develop Facilitation Methodology:
- Design a facilitation methodology tailored to the objectives of the CLA discussion session.
- Structure the session to encourage participation, engagement, and knowledge sharing among participants.
- Incorporate various facilitation techniques such as open discussions, targeted questions, probing inquiries, and interactive activities to foster meaningful dialogue.
C- Meet with CSP Team:
- Schedule a meeting with the CSP team to discuss and finalize the facilitation methodology.
- Present the proposed agenda and facilitation approach to gather feedback and input from the CSP team.
- Collaborate with the CSP team to address any concerns, refine the methodology, and ensure alignment with program goals and objectives.
D- Facilitate CLA Discussion Session:
- Lead the CLA discussion session on June 12 according to the finalized agenda and facilitation methodology.
- Guide participants through structured discussions, encourage active participation, and ensure a respectful and inclusive environment.
- Utilize facilitation techniques to stimulate critical thinking and explore diverse perspectives.
E- Document Outcomes:
- Compile a summary report highlighting the main discussion points and recommendations, and follow-up actions agreed upon during the session.
4. Minimum Qualifications
- Facilitation Skills: The facilitator should possess strong experience & skills in guiding discussions, managing group dynamics, and ensuring active participation from all attendees.
- Communication and Documentation Skills: Excellent communication skills, both verbal and written, are necessary for conveying ideas and documenting outcomes. The facilitator should be capable of summarizing key findings, recommendations, and action points in a comprehensive report.
5. Eligibility Criteria
Interested individual experts shall have the capacity to enter a short-term technical assistance (STTA) contract and shall have a satisfactory performance record and record of integrity and business ethics.
6. Ineligible Experts
- Government employees.

Individual experts that appear on the List of Parties Excluded from Federal Procurement and Non-Procurement Programs.
7. Place of Assignment
The expert will be liaising with CSP’s COP at CSP offices in Sin-El-Fil.
8. Reporting
The experts will be reporting to COP or equivalent.
