WHAT IS MSF?

Médecins Sans Frontières (MSF) is an international, independent, medical humanitarian organization that delivers emergency aid to people in 70 countries who are affected by armed conflict, epidemics, natural disasters and exclusion from healthcare. MSF offers assistance to people based on need, irrespective of race, religion, gender or political affiliation and our actions are guided by medical ethics and the principles of neutrality and impartiality.

We offer basic healthcare, perform surgery, fight epidemics, rehabilitate and run hospitals and clinics, carry out vaccination campaigns, operate nutrition centers, and provide mental healthcare. Our activities include the treatment of injuries and disease, maternal care and the provision of humanitarian aid. Where necessary, we set up sanitation systems, supply safe drinking water, and distribute relief to assist survival.

Main Purpose

Supervising the clinical activities and guaranteeing the quality of midwifery care in the department, according to MSF protocols , values and universal hygiene standards in order to provide a high-quality Mother and Child Health (MCH) care to the population

Accountabilities

  • Supervising, supporting and evaluating the team under his/her responsibility particularly midwives, midwife assistants and other related staff in her team such as cleaners. Planning and organizing their work (areas, days, absences, visits, holidays, etc) and coaching them in their work with special focus in following all appropriate protocols and procedures
  • Ensuring team work and a professional relationship between maternity and other departments.
  • Supervising the clinical activities in all the maternity departments  and activities such as ante-natal consultations, delivery and after delivery follow up, post-natal consultations, family planning consultations, new-born vaccinations and liaising with the Medical Doctor about the patients who need special care times, visiting hours, etc.
  • Ensuring that the staff on duty knows, implements and follows at all times the universal hygiene standards/ precautions, bio-hazard prevention and infection control in the medical premises ensuring high standards of hygiene in the working environment
  • Ensuring  that all staff  using medical devices are qualified and trained, cleaning and minor maintenance tasks are performed  according to the protocols, reporting any malfunction to the project biomedical service.
  • Being responsible for the department-related pharmacy activities (stock and consumption monitoring) as well as maintenance of the medical equipment
  • Being responsible for ensuring that all the administrative procedures, patients’ data and documents are filled in correctly and registered for compiling monthly reports reflecting the activity in the department.
  • In certain contexts, being responsible for ensuring that the maternity staff is able to identify, receive and provide care to the victims of the SGBV in collaboration with the Obs  Gyne MD and following the protocols

 

                               MSF Section/Context Specific Accountabilities

 

 

The Midwife Supervisor will be responsible for overseeing the operational activities related to midwifery services and for supporting Sexual and Reproductive Health (SRH) activities at Bourj el Barajneh and Bourj Hammoud clinics and in community based/ outreach activities. This role involves leading a team of midwives and techincal support to midwives, nurses/MDs, ensuring the delivery of high-quality care in family planning, management of survivors of sexual violence, treatment of sexually transmitted infections, and collaboration with other team members.

 

Key Responsibilities:

  • Clinical Care:
    • Support techincally  the midwives, nurses and doctors to ensure the delivery of sensitive and appropriate care to survivors of sexual violence, long acting contraceptive methods and sexually transmitted infections including counseling, medical treatment following adapted protocols, and referral to other specialized services.
    • Organize regular team meetings to discuss clinical cases, challenges, and training needs.
  • Management of Medication and stock
  • Prepare the monthly stock at midwives’ consultation rooms and any additional urgent orders and follow up the reception.
  • Inform Medical Activity Manager (MAM) and pharmacy supervisor/manager in advance about any risk of ruptures.
  • Ensure monitoring, appropriate ordering, storage, and use of logistic items

 

  • Management of Biomedical Items
  • Ensure staff are informed and trained on how to use all biomedical equipment in collaboration with the specialized technician and other logistics team members.
  • Supervise that staff follow the SOP for biomedical equipment including cleaning and storage and regularly check and notify any dysfunction of the medical equipment.

 

  • Capacity Building:
  • Identify training needs among the midwifery team and develop appropriate training plans.
  • Conduct on-the-job training sessions and provide continuous mentorship to enhance the skills and knowledge of midwives.

 

  • Data Collection:
    • Collect and maintain accurate data related to midwifery services, including clinical outcomes, and service utilization.
    • Ensure timely and accurate reporting of data

 

  • Quality Assurance:
    • Monitor and evaluate the quality of midwifery services provided at MSFclinics and in community based/ outreach activities by identifying areas for improvement and implementing corrective actions.
    • Ensure compliance with infection prevention and control measures and maintain a safe and hygienic working environment.
  • Coordination and Collaboration:
    • Work closely with other members of the medical team, including doctors, nurses, and psychologists, SW to ensure integrated and multidisciplinary care for patients.
    • Collaborate with the PMR, Medical Coordinator and other relevant stakeholders to develop and implement protocols, guidelines, and standard operating procedures related to midwifery services.

 

Requirements

Education

 

Essential:  Midwife diploma, registered to practice as a midwife at the Lebanese Ministry of Public Health (MoPH) and active member at the Lebanese Order of Midwives (LOM).

Experience

 

Essential: a minimum of 2 years experience working as a Midwife

Essential: a minimum of 9 months experience in supervisory role

Essential: 1-year experience in care for survivors of sexual violence.

Desirable: experience working with MSF.

Languages

 

Essential: English C1 or C2 and Arabic

Knowledge

 

Essential computer literacy (word, excel and internet, Outlook)
