Labor Market Assessment Update Consultant
Background:
FSF is seeking a qualified consultant to conduct an update of the labor market assessment in
Beirut and Mount Lebanon. The purpose of the assessment is to gather current data and insights
on the local labor market dynamics, including employment trends, skills demand, workforce
demographics, and key challenges facing job seekers and employers. The findings of the
assessment will inform our organization's programming and interventions aimed at addressing
labor market needs and promoting inclusive economic growth.
Objectives:
- To provide an updated analysis of the labor market situation in Beirut and Mount Lebanon.
- To identify emerging trends and changes in employment patterns, skills demand, and workforce characteristics.
- To assess the impact of external factors such as economic conditions, policy changes, and technological advancements on the local labor market.
- To identify key challenges and opportunities for job seekers, employers, and other stakeholders in the labor market.
- To provide recommendations for strategic interventions and policy actions to address identified gaps and promote inclusive economic development.
Scope of Work:
The consultant will be responsible for:
- Reviewing existing literature, reports, and data related to the local labor market.
- Conducting primary data collection through surveys, interviews, focus group discussions, and other relevant methods.
- Analyzing quantitative and qualitative data to identify trends, patterns, and insights.
- Assessing the skills demand and supply dynamics, including the relevance of existing training programs and education systems.
- Examining the impact of technological advancements, automation, and other factors on job creation and skills requirements.
- Identifying barriers to employment and labor market participation, particularly for vulnerable groups such as youth, women, and persons with disabilities.
- Engaging with key stakeholders including government agencies, employers, industry associations, educational institutions, and civil society organizations.
- Developing a comprehensive report summarizing the findings of the labor market assessment and providing actionable recommendations for FSF, SDA and other stakeholders.
Deliverables:
- Inception report outlining the methodology, data sources, and work plan for the labor market assessment.
- Draft labor market assessment report for review and feedback.

Final labor market assessment report incorporating feedback and recommendations.

Presentation of key findings and recommendations to FSF, SDA and other relevant
stakeholders.
Qualifications and Expertise:
- Advanced degree in economics, labor studies, development studies, or a related field.
- Proven experience in conducting labor market assessments or similar research projects.
- Strong analytical and research skills, with proficiency in quantitative and qualitative data analysis methods.
- Knowledge of labor market dynamics, employment policies, and economic development issues.
- Experience working in [specific location or region] or similar contexts is desirable.
- Excellent communication and presentation skills in English and Arabic.
Logistics and Support:
FSF will provide support in facilitating access to relevant data and information and arranging
logistics for fieldwork and data collection activities.
