Main Purpose

The Medical Coordinator Assistant will  assist and support the Medical Coordinator in the implementation of the overall medical content, activity and resources in the missions, by assuming some tasks delegated by him/her and giving personal assistance in other specific activities, in order to facilitate the proper medical management of the projects and medical follow-up of the staff in the mission.

Accountabilities

  • Participating actively in reflections and discussions on the evolution of MSF programs in the mission, contributing with his/her background and experience to the improvement of overall performance, adapting it to the changing reality and context.
  • Participating in the collection of medical information (meetings, reports, articles, etc.) and data (epidemiological data, statistics, etc.).
  • Supporting project development by answering medical questions from the field, participating in briefings and debriefings of medical staff and replacing temporarily a member of the field team when necessary, in order to keep a smooth functioning of the projects.
  • In support of the medical coordinator, representing MSF in meetings or with different stakeholders. Assisting the MedCo in the stakeholder mapping. 
  • Following-up patients referred by MSF field teams to the capital, organizing their transport, setting their further referral to reference facilities previously identified, doing follow-up on the treatment they receive and their evolution, and carrying out the administrative tasks associated, in order to keep special attention to most the complicated or sensitive cases.
  • In the absence of a Mission pharmacy manager, organizing and managing the central pharmacy in the Mission, managing medical stock, updating emergency boxes, preparing and dispatching medical orders requested by the field, and participating in drawing up international orders and organizing their reception, in order to ensure the efficiency and effectiveness during the whole supply process.
  • Ensuring  that all staff  using medical devices are qualified and trained. Ensuring  cleaning and minor maintenance tasks are performed  according to the protocols. Reporting any malfunction to the project biomedical service.  
    • Carrying out medical follow-up of all MSF national and international staff in application of MSF staff health policies, supervising together with the administrator the medical expenses associated, in order to protect personnel’s health state while keeping close control to the resources required.
    • Carrying-out administrative, information gathering and data collection tasks, and regular reporting, in order to have updated and reliable information about the day-to-day activity in the project and support decision-taking.
    • On the request of the Medical Coordinator, carrying out extra tasks (one-off reinforcement for a field team, participation in an evaluation, etc.).

MSF Section/Context Specific Accountabilities

 

  • The Medical Coordinator Assistant (MedCo Assistant) is responsible for providing support to the MSF staff (and their dependents) of the MSF OCB entities for health-related topics. This support is in line with the policies applied by MSF and through proactively identified or specifically requested health related needs within the framework of MSF’s duty of care. This includes the following tasks:
    • being the focal point for providing staff health support to both Coordinations and Lebanon Office’s staff and provides assistance to the medical referents in the projects. He/ she is responsible for making sure that staff (locally hired and international mobile staff) in Coordination and in the projects are aware of the different health benefits and the processing of medical reimbursements through regular briefings and ‘re-freshers’. This includes briefing for new joiners on the staff health policy and their health benefits.
    • being assigned to support for urgent health related matters and coordinate with the insurances in support to the staff and their dependents when needed.
    • being responsible for the processing of the reimbursement for specific staff’s health related expenses. 
    • Supporting staff’s wellbeing in the workplace in collaboration with the concerned departments and colleagues (HR, management team etc.) and access to Mental Health and Psychosocial support (MHPSS).
    • supporting the mission pharmacist in the follow up and update of first aid and post exposure prophylaxis kits.
  • The Medco Assistant with the support of the medical coordinators is responsible for the review, implementation, and updating of the different staff health related policies, SOPs and guidances and its harmonization between the different MSF sections in Lebanon. 
  • The MedCo Assistant will support the  medical coordinators and the other coordination departments (human resources, supply and finance) in the review and monitoring of the health plan offered by  insurance companies whether contracted for the coverage of staff health costs or whenever MSF initiates a competitive bid analysis, using  internal staff health regulations as a guide.
  • The Medco Assistant will support MSF staff departing from Lebanon for their pre travel health related preparations. 

Requirements

 

Education

  • Essential: Medical or paramedical degree (i.e. Medical Doctor, Nurse) from a recognized university.
  • Essential: License to practice as a health care professional from the Ministry of Public Health in Lebanon.
  • Essential: Certificate of registration at the respective Lebanese Order of Syndicate

Experience

  • Essential: 3 years of prior work experience in the health care field.
  • Desirable: Previous working experience in staff health support provision preferably in MSF or other humanitarian organization.   

Languages

  • Essential: Excellent command of the Arabic and English language .
  • Desirable: Good command of the French language

Skills:

  • Essential: Advanced knowledge of Microsoft Office Word, PowerPoint, and Outlook.
  • Desirable: Intermediate Knowledge of Microsoft Office Excel.
  • Desirable: General knowledge on NSSF reimbursement procedures
