JOB SUMMARY:

The Partnership Officer reports to the Project Manager. The incumbent is responsible for managing Right to Play’s partners’ sub-granting scheme as well as organizational development and capacity building support to local partners in order to ensure that they can truly deliver good results for adolescents and youth under livelihood and education projects.

INDIRECT ADVISORY RESPONSIBILITIES:

The incumbent will be responsible to follow-up with partners on expected reporting deliverables, organizational capacity building progress, as well as ensuring that conducting continuous assessments of the successes, challenges, and lessons learned with RTP partners

PRIMARY RESPONSIBILITIES:

In accordance with Right To Play (RTP) approved policies and procedures, the incumbent:

Institutional and technical strengthening of local partner organizations:  40%

 Institutional strengthening:

  • Facilitates institutional identification and evaluation of local partner organizations,
  • Facilitates the development of an institutional strengthening plan for local partner organizations in collaboration with project manager, and support functions,
  • Engages partners in participatory processes to defines the resources, capacities and process needed for institutional strengthening of partner organizations,
  • Facilitates training and supports on the respect of the institutional commitments of local partner organizations,
  • Facilitates trainings on the role and responsibility of civil society organizations in community development.

Technical reinforcement:

  • Co-leads the technical assessment, assesses the training skills of organizations related to the project themes,
  • Co-Leads the development of annual training plan to improve the training skills of the staff of partner organizations and build their capacities in line with the project and RTP plan,
  • Supports the certification process of coaches and coach trainers by supervising planned training and ensuring its quality,
  • Works with Project Coordinators and staff of local partner organizations and coach trainers to evaluate training workshops and submits evaluation reports to the Project Manager,
  • Maintains the training database and training library for the benefit and use of the team,
  • Develops, in collaboration with the Program Manager, Project Manager and local partner organizations, a context specific to the training continuum and provides technical data on the delivery of the corresponding training

Planning and Implementation of activities: 20%

  • Supports the staff of local partner organizations, coaches and trainers of coaches in the development of their business plans and schedule, encourages their initiative while ensuring alignment with the project proposal, facilitates their activities,
  • Supports the staff of local partner organizations in organizing special activities, game days and sports tournaments as well as other types of activities involving coaches, parents, children, and young people,
  • In coordination with local partner organizations, coaches, and trainers of coaches, evaluates events, provides updates on lessons learned and best practices and reports on progress,
  • Monitors the implementation of capacity building activities of local partner organizations and ensures that funds are used accurately and reports to the Project Manager.

Monitoring and Reporting: 20%

  • Conducts regular field visits with local partner organizations, coach trainers and coaches to ensure follow-up and provides support, if necessary,
  • Ensures that staff and coaches of local partner organizations implement effectively, and that the quality of partner implementation is consistent with monitoring results, and adapts training plans accordingly,
  • Participates in workshops/trainings for local partner organizations, coaches and coach trainers on quantitative data collection tools and qualitative monitoring tools and ensures accurate and timely submission of quantitative and qualitative data to the RTP team as part of the learning and definition of organizational development objectives,
  • Provides narrative, qualitative and quantitative monitoring information/data to support monthly, quarterly and annual reports to inform RTP of the progress made by the project,
  • Supports the submission of financial reports related to the implementation of activities,
  • Ensures that local partner organizations and coaches respect the RTP child safeguarding policy.

Establishment and Maintenance of Partnership: 15%

  • Identifies community needs, participates in the selection of local communities and organizations to be included in the program,
  • Represents RTP at the project site and in relevant forums and regularly consults with local partners, stakeholders, and key beneficiaries in the community,
  • Integrates partner feedback within training approach to ensure training plan is adaptive.

PLANNING AND ORGANIZING:

The incumbent is expected to establish a detailed implementation plan with the Project Manager, Project Coordinators and, as required, with staff of local partner organizations. This plan must be consistent with the approved project work plan and the country plan.

MINIMUM QUALIFICATIONS (Must have):

EDUCATION/TRAINING/CERTIFICATION:

      • Bachelor’s degree in social sciences, project management, adult education or other related disciplines.

EXPERIENCE:

  • 4 years of experience in partnership management, organizational development with civil society organizations, non- governmental organizations, Community Based Organization (COB) state structures, or other associations.

  • Understanding of community needs
  • Understanding of children's rights and gender
  • Understand e-learning concepts

LANGUAGES:    

  • Fluency in written and spoken English and arabic

DESIRED QUALIFICATIONS (An Asset):

  • Master's degree in Economics, Education or any related discipline
  • Good knowledge of financial management of projects
  • Training of trainer’s certification.
