Program Management System Development

Background:

The Women’s Programs Association (WPA) is a non-profit non-governmental organization (NGO), legally registered with the Ministry of Interior and Municipalities since 2008. Its mission is to provide support to Palestinian refugee women and youth and other vulnerable groups in Lebanon to develop their capacities, realize their rights, and fulfill their needs. This is achieved through Protection, Education, Livelihood, and Humanitarian Assistance.

The Women's Programs Association is seeking a qualified IT company to contract to develop a system that supports program/project planning, monitoring, resources and database management.

Scope of Work:

The aspired system is expected to encompass the following features and functionalities:  

1. Planning and Scheduling: The system should provide tools for creating and managing project plans, including defining tasks, assigning resources, and establishing timelines. It should allow for the creation of milestones and the tracking of progress against planned schedules.

2. Task Management: The system should enable the breakdown of projects into individual tasks, assigning responsibilities to team members, setting deadlines, and tracking task completion. It should provide a centralized view of tasks, allowing for updates, and notifications.

3. Resource Management: The system should facilitate the allocation and management of resources, such as personnel, equipment, and materials, across different projects. It should allow for resource tracking, availability assessment, and optimization to ensure efficient utilization.

4. Budgeting and Financial Tracking: The system should include features for creating and managing project budgets, tracking expenses, and monitoring financial performance. It should provide real-time visibility into project costs, allowing for budget adjustments and accurate financial reporting.

5. Document and File Management: The system should offer a centralized repository for storing and organizing project-related documents, files, and resources. It should allow for version control, document sharing, and secure access control to ensure data integrity and collaboration.

6. Reporting and Analytics: The system should provide reporting capabilities, allowing for the generation of standard or customized reports on project progress, milestones, resource utilization, and financial metrics. It should also support data visualization and analytics to gain insights into project performance.

7. Monitoring and Evaluation: The system should facilitate the monitoring and evaluation of project activities and outcomes. It should support the collection, analysis, and reporting of data related to project indicators, targets, and impact assessment.

8. Database Management: The system should have a robust database management component to store and manage relevant data, such as project details, stakeholder information, beneficiary profiles, and performance metrics. It should allow for data entry, retrieval, updating, and querying functionalities.

9. Collaboration and Communication: The system should offer collaboration tools, such as shared calendars, discussion boards, and task comments, to facilitate communication and coordination among project team members.

10. Security and Access Control: The system should prioritize data security, employing measures such as user authentication, role-based access control, data encryption, and regular backups. It should comply with relevant data protection regulations and ensure the privacy and confidentiality of sensitive information.
