Invitation to bid for the project: “Installation of Solar Systems in 56 Francophone Schools” across Lebanon (Ref: AEFE.PV.LB.2023)

The French government, through its operator, the Agence pour l'Enseignement Français à l'Étranger (AEFE), is supporting many accredited educational institutions (Écoles Homologuées) in Lebanon by equipping them with PV systems.

To optimally bring this project to fruition, the French embassy in Lebanon enlisted the technical expertise of the “EC/IECD/GCE” consortium led by Euromena Consulting. The consortium carried out both the energy audits and design of the systems as well as the bidding process. By agreement between the embassy and the schools, the group will act as contracting agency for the launch of the bids.

Reliable suppliers are invited to submit a proposal for equipping 56 schools (61 individual sites) with PV solutions, in accordance with the drawings and specifications outlined in this tender. The schools are divided into several lots as stipulated in the tender documents.

To be eligible to apply to the tender, suppliers should meet the below minimum criteria:

• Bidder should have a minimum of 5 years establishment (also applicable to each member of a JV)
• Bidder should have a minimum of 20 professionals as permanent employees (jointly meets requirement if JV)
• To be eligible to win more than one lot, the bidder must provide proof of minimum yearly turnover of $3M for every awarded lot ($3M for 1 lot, $6M for 2 lots, $9M for 3 lots, $12M for 4 lots, $15M for 5 lots, $18M for 6 lots - jointly meets requirement if JV)

The deadline for expressing interest to receive the tender documents is September 4, 2023, at 4:00 PM Lebanon Time. Please note that any expression of interest submitted after the deadline stipulated will not be considered.
