Anera Lebanon invites proposals from qualified individuals and accounting firms, hereinafter referred to as “Consultants”, to perform the payroll and tax functions.

Anera requests proposals from qualified individuals and accounting firms interested in providing payroll services and tax functions for Anera Lebanon. The consultant function will be performed to ensure that the overall payroll and taxation processes of Anera comply with the ongoing tax laws of Lebanon and will be responsible for any legal changes in compliance with Lebanese laws accordingly.

Objectives:

  • The primary role of the consultant is to help Anera maintain good payroll systems
  • Provide a legal opinion on labour and employment laws related to salaries and taxes
  • Calculate and endorse the monthly salaries and its related taxes
  • Review tax implications 
  • Advise on measures to ensure Anera is tax compliant

Responsibilities

   1. Payroll

a. Payroll Computation and Processing

  i.   Preparing of the payroll sheet for the corresponding month, including the deductions of the employees and the net to pay 

  ii.  Review of payroll computations and finalize final net payments to be paid to employees with a payroll and tax Consultant

  iii. Preparing the end of service indemnity sheet every month 

b. Preparation and Dissemination of Payroll Slips

  i. Prepared monthly payslips for employees and forward to Anera's HR and Finance departments

c. Last Paychecks to employees leaving Anera

  i. Same process as above except that the remaining balance of accrued annual leave and end of service indemnity or severance due will be reported by the Finance and Compliance Manager to the Payroll and Tax Consultant for computation of taxes and tax withholdings in accordance with Anera’s policy and Lebanese Labor Laws.

Deadline for submission to Payroll and tax Consultant:  Two days after sending all information to Payroll and tax Consultant

d. COLA Computation

 i. Calculating the COLA increase and adjusting the salaries while computing the additional obligation on the employer and the employee

   2. Payroll Tax

a. Prepare quarterly payroll tax declarations and submit them to Anera, Finance department

b. Preparing the quarterly reconciliations detailed by name/benefits/tax for each employee as needed for audit purposes

c. Prepare the annual payroll sheets for every staff member.

   3. Annual Payroll Taxes

a. Prepare the annual payroll tax declarations and submit them to Anera's Finance department

   4. Annual Income Tax

a. Review the accounts and submit any adjustments needed for the accounts to finance department. Prepare the tax filing and tax payment declaration after receiving the final trial balance approved by management

b. Review of TB at the end of each month closure with all payroll and taxes related documents and accounts general ledger to verify payroll accounts and advise if adjustments are needed

c. Provide feedback on payroll and tax accounts

   5. Social Security

a. Preparing of the payroll sheet for the corresponding month, including the deductions of the employees and the net to pay, along with the social security contribution sheet 

b. Preparing the summary social security sheet related to the payment

c. Get the monthly documents from NSSF, complete them, and pay the monthly dues.

d. Prepare the annual social sheet along with the final reconciliation summary

   6. Hiring and leaving papers of staff

a. Prepare hiring and leaving papers for staff and submit them to NSSF

   7. Value Added Tax

a. Provide quarterly opinion on the VAT regulations and detailed general ledger of GL1300

b. Review of VAT filing before submitting

   8. Reporting to Ministry of Interior:

a. Review of the annual statement of account قطع حساب 

b. Dispatch and submit the income/expenditure statement with annual budget to MOI

   9. New Taxation Procedures:

a. In cases of new taxation procedures and laws, Payroll and tax consultants should send interpretations and implications to Anera.

   10. Contracts with Third parties

a. Registration of the agreement at MOF, when applicable, within 5 working days of signature
