“Promoting Community Policing in Lebanon”

We are pleased to invite you to submit a proposal for the creation and execution of an awareness campaign for our community policing project funded by the EU in Lebanon and implemented by FIIAPP, we are seeking a media agency with a proven track record in developing and implementing successful campaigns to help us raise awareness about the importance of community policing and foster positive relationships between the ISF (internal security forces) and the community.


Project Overview

Our community policing project aims to strengthen the bond between the ISF and the local communities in Lebanon. Through this initiative, we intend to promote trust, cooperation, and mutual understanding. The awareness campaign will serve as a crucial component in conveying our message, engaging the community, and encouraging active participation.


Deliverables and Tasks

  1. Strategy and Concept Development: 

a. Conduct an in-depth analysis of the target audience, community dynamics, and prevailing perceptions of law enforcement agencies. 

b. Develop a comprehensive strategic plan and creative concept for the awareness campaign that aligns with the project's goals. 

c. Outline the key messaging, campaign theme, and communication channels to be utilized.

  1. Creative Content Creation: 

a. Design and produce visually appealing and compelling campaign materials. 


  1. Develop engaging and informative video content, including commercials, interviews, and testimonials. c. Create social media content, infographics, and other visual assets for digital dissemination.
  2. Media Planning:

a. Conduct a media landscape analysis and identify suitable media channels, both traditional and digital, to reach the target audience effectively. 

b. Develop a media plan outlining the recommended mix of channels, including television, radio, print, online platforms, and social media. 

c. Negotiate and purchase media placements to maximize campaign reach and effectiveness within the allocated budget.

  1. Campaign Execution and Management: 

a. Coordinate and manage the production and distribution of campaign materials across various channels. 


b. Monitor and optimize campaign performance, adjusting strategies as needed to ensure maximum impact. 

c. Provide regular progress reports, including metrics such as reach, engagement, and sentiment analysis.




We anticipate the project to be executed over a period of 5 months. Please provide a detailed timeline that outlines the milestones, deliverables, and deadlines for each phase of the campaign. We are open to suggestions and adjustments based on your expertise and capacity.


Copyrights and confidentiality

All the data and information shared or produced in the framework of this ToR are exclusively the property of Adyan Foundation, who will clearly give credit where due in publication. The service provider has to commit to full confidentiality related to this project, besides what Adyan makes public from its results. 


Code of conduct

The service provider agrees to fully respect Adyan’s ethos and code of conduct that is considered an integral part of this contract.



Please include a comprehensive budget proposal that covers all costs associated with the development and execution of the awareness campaign. This should include creative design, production, media buying, and any other relevant expenses. Kindly break down the budget by deliverable or task for transparency.

Maximum budget for the contract is 18500 USD


Contract Termination

Adyan has the right to terminate this contract without any compensation if the expert failed to deliver his/her duty as agreed, or because of changes in the finding process of the project or other force majeure that affect its implementation.

  2. Approach and methodology for developing the campaign, including research techniques and creative process.
  3. Detailed timeline with milestones, deliverables, and deadlines.
  4. Comprehensive budget proposal, itemized by deliverable or task.
  5. Samples of previous work or case studies demonstrating the agency's capabilities and achievements.
  6. References or client testimonials, if available.




Selection Process

The proposals will be evaluated based on the agency's experience, creativity, proposed strategy, budget, and overall fit with the project objectives. Shortlisted agencies may be invited for presentations or additional discussions.
