Third-party financial service provider

FTL aims to give cash for work to a minimum of 150 vulnerable workers engaged in labor-intensive activities, supporting cooperative members in farming practices. All payments to project beneficiaries will be made through a third-party financial services provider in Lebanon.

• 150 Workers (50% Lebanese, 50% Syrian; 30% women, 3% people with disabilities)
• Workers will work minimum of 6 and a maximum of 8 hours a day.
• Maximum of 6 consecutive days in a week.
• 50 skilled workers will work maximum 40 days and will be paid 12 USD per day.
• 100 unskilled workers will work maximum 40 days and will be paid 10 USD per day.

Company qualification

• The service provider must have a valid permit from all relevant ministries.
• The service provider must use the national banking systems to transfer payment.

Requirements & conditions

• The beneficiaries must withdraw the money in cash (not an e-wallet).
• To submit a monthly withdrawal report per beneficiary.
• To provide a vetting system and screen all beneficiaries.
• To provide a vetting report for all the selected beneficiaries before activity initiation.
• To inform beneficiaries of the amounts deposited in their accounts by sending a text message (SMS).
• To provide the beneficiaries with an application where they can determine the amount to be withdrawn from the balance through the Cash Out process in the application, and it automatically appears.
• To inform how many days to transfer the money.
• To provide the fees for transfer from FTL to the service provider.
• To provide the fees for cash withdrawals.
• To specify the conditions for accepting Syrian refugees as clients.
• Located in Deir El Ahmar.

1. Evaluation

• The bidder’s evaluation process will consider following with assigned weights:

• Payments will be made on a monthly basis.
• Payments will be made only through bank transfer or bank cheques
• The price will be paid in USD while the VAT will be paid in LBP based on the official exchange rate on the date of the invoice.
• The service provider should have a fresh USD bank account.
