Waste Diversion Action Plan Detailing – Scope of Work (8 weeks)

The Waste Diversion consortium is a group of 10+ waste management start-ups looking to help in pre-empting the upcoming waste crisis in Lebanon as landfills are reaching their capacities and waste collection contracts are expiring in the next 4-6 months. We seek to engage a qualified consultant to detail the waste diversion action plan previously developed in a period of 8 weeks:

  1. Hold a kick off meeting to define the Action Plan strategic objectives (that are not well defined yet) (1 week)
  2. Prepare an interview guide in alignment with consortium stakeholders and interview consortium members (1 week)
  3. Revisit the proposed initiatives (predefined 3 pilots), identify new initiatives, and prioritize them based on impact and ease of implementation. For the priority initiatives, map out stakeholders (public, private, organizations, startups) and identify roles of each entity that can play, capacities (current and ability to scale in 3 months) and their geographical coverage (1 week)
  4. Leveraging the input of relevant working group(s), detail priority initiatives including technical, economical, social, and societal impact and cost/benefit analysis. Detailing the initiatives include:
  • Baseline analysis and identify existing challenges
  • Benchmark initiatives globally and success factors
  • Current relevant stakeholders input and seek right to succeed
  • Gaps to be addressed and objectives of the initiative
  • Articulate how the consortium can jointly address gaps and realize objectives
  • Impact expected (diversion targets) and KPIs
  • Geographical focus of the intervention (balancing impact and existing presence of the consortium)
  • High level risks and mitigation measures
  • Implementation steps, phases, timeline and immediate next steps
  • Financial requirements (i.e., machinery, human resources, operating needs, etc.)
  • Implementation requirements (i.e., land, permits, etc.)
  • Set Key Performance Targets

Conclusion:

Identify common infrastructure and synergies across already proposed and newly discovered initiatives.

Propose geographical focus of the intervention of the consortium balancing impact and existing presence of the consortium. (4 weeks)

5. Define governance and operating model of overseeing the implementation of the initiatives. Identify partners/start-ups for priority initiatives and socialize developed initiatives with them.

6. Seek government and international organizations support to endorse and fund the proposed program (2 weeks)
