General purpose of the position:

The Gender and Gender-Based Violence (GBV) specialist will be responsible for coordinating GBV activities in JRS as well as strengthening the cross-cutting gender work that JRS does at all levels by developing and implementing a gender protection strategy, supporting capacity-building of JRS staff, and strengthening the targeted population knowledge through conducting awareness sessions.

Works directly with:

The Gender and GBV officer reports to the Country Director, while coordinating with Project Directors, Country and Regional Programmes & Finance Officers, Regional MHPSS specialist, and Country SW supervisor.

Main Responsibilities of the position:

Programme Design:

  • In close collaboration with the Regional MHPSS officer, define objectives, develop and implement gender strategy, specifically GBV in line with national strategies.
  • Coordinate GBV activities in JRS as well as strengthen the cross-cutting gender work at all levels.
  • Conduct a context analysis of gender violence to determine priorities, immediate activities and required resources, map partners and actors in the intervention areas by creating and maintaining an up-to-date service mapping of the service providers operating in the area.
  • Review, develop the policies, guidelines, tools, and procedures necessary to deploy the JRS GBV protection strategy.
  • Contribute to proposal writing processes by reviewing the concept notes, proposals and reports in close coordination with Country and Regional Programmes Officers
  • Collect and archive all final GBV project documents.
  • Where challenges/issues arise (staffing/work/workplace), ensure that these are flagged early, communicated to the Country Director and/or Programmes Officer

 

GBV Implementation:

  • Work closely with programmes Officer to ensure that activities are implemented in accordance with JRS approach to GBV best practice
  • Promote GBV mainstreaming and principles, including strengthening referral pathway
  • Oversee implementation of GBV and reporting in accordance with JRS and donor regulations.
  • Ensure a gender-sensitive approach to programming
  • Conduct field monitoring visits to assess progress and identify issues and/or other implementation issues and provide solutions.

Staff Management & Development 

  • Support with capacity building of JRS staff by developing capacity-building plans, training materials
  • Implement training and briefing for JRS staff on GBV materials, strategy, and resources. Ensure staff have access to needed training in areas which are not limited to GBV basic concept, PSEA, case management,  and cross cutting issues. This includes ensuring alignment with global minimum standards, including the IASC Guidelines on GBV and MHPSS, Child Protection Minimum Standards, WHO & UNFPA guidance, and Protection principles.
  • Identify the staffing needs for the GBV and support the recruitment process for these staff.

 GBV sessions for the target population

  • Provide along with the support of the social workers awareness sessions and distribution of informative material on the problem of GBV, how to prevent it, response and mitigation mechanisms will be launched.

Coordination and Communication:

  • Provide updates and reports on GBV activities and strategies to Regional MHPSS officer, , M&E and Programmes Officer
  • Contribute to documentation of GBV programme, lessons learned, and success stories.
  • Build and maintain relationships with relevant ministries (incl. Ministry of Public Health, Ministry of Social Affairs, etc.), UN organizations (UNFPA, UN Women, UNICEF, UNHCR, etc.), INGOs, and national NGOs.
  • Participate in Health Working Group, GBV Task Force, Interagency groups, and other relevant coordination entities.
  • Coordinate closely with different departments including but not limited to M&E, SW, Programmes, Finance, and HR Department.

Availability

  • Undertake any other duties as assigned by the Country Director that are within the ambit of the position.

    Qualifications, Skills, and Personal Attributes

  • Bachelor’s degree in psychology, Social Work, Public Health, or related field, preferably with a focus on Gender-related subject
  • At least 2 years’ experience as GBV specialist and/or Gender specialist
  • Experience in implementing GBV prevention and response programs in a humanitarian response.
  • Knowledge of GBV guiding principles and case management.
  • Previous experience in development of guidelines and procedures.
  • Knowledge of Protection minimum standards and basic principles
  • Experience in proposal and report writing
  • Knowledge of MS Word and PowerPoint are required.
  • Good communication and interpersonal skills in English and Arabic.
  • Ability to independently organize work and prioritize tasks.
  • Dynamic, analytical, and highly motivated individual.
  • Compassion and strong commitment for refugees and other displaced people
  • Familiarity with Child Protection and MHPSS frameworks and approach preferred
  • The GBV specialist will be based in the country office- Beirut, with frequent visits to the project sites.
