PROVISION OF DESLUDGING SERVICE - South Lebanon and Nabatiyeh Governorates - LBTY01518

Introduction.

  • Submission of a Bid shall be deemed as an acknowledgement by the Bidder that all obligations stipulated by this ToR and RFQ will be met and, unless specified otherwise, the Bidder has read, understood, and agreed to all the instructions in this ToR and RFQ. 
  • Any Bid submitted will be regarded as an offer by the Bidder and does not constitute or imply the acceptance of any Bid by AAH. AAH is under no obligation to award a contract to any Bidder as a result of this ToR/ RFQ.
  • The Bidder shall bear any, and all costs related to the preparation and/or submission of the Bid (including providing of samples), regardless of whether its Bid was selected or not.  AAH shall in no case be responsible or liable for those costs, regardless of the conduct or outcome of the procurement process.

Context.

Action Against Hunger is a non-governmental, non-political, non-denominational and non-profit organization, established in France in 1979. Action Against Hunger’s vocation is to save lives by combating hunger, diseases, and other crises threatening the lives of helpless men, women, and children. Action Against Hunger opened a mission in Lebanon in August 2006 after the armed conflict that affected Lebanon. In 2011, with the new developments in the region and the influx of Syrian refugees in several parts of the country, Action Against Hunger has started new emergency activities responding to the basic needs of the incoming and host population. Since December 2012, Action Against Hunger Lebanon has grown significantly in terms of operations and is currently an important Water & Sanitation actor in the Bekaa Valley and South Lebanon.

As of 28 October 2022, 3 weeks after the official declaration of a cholera outbreak by the Ministry

of Public Health (MoPH) in Lebanon 1,225 confirmed and suspected cholera cases have

been reported in the 9 governorates of Lebanon according to the Lebanon Ministry of Public Health (MoPH). The cholera outbreak is evolving in Lebanon. The spread of the disease is increased due to the limited access to safe drinking water and related unsafe sanitary conditions, including untreated wastewater, and the overall socio-economic situation in the country.

Project description.

  1. Purpose of the program

In the frame of the overall objective of AAH’s Cholera response: “Decrease cholera spread and mitigate impact through multi-sectoral, targeted response within South and East Lebanon” and aiming at achieving the O1.1. The incidence of the cholera outbreak in the affected zones is reduced by improving the access to safe water and sanitation and, O1.4. Population in the cholera cases identified supported through emergency targeted water, sanitation, hygiene, and awareness activities to ensure their protection against the cholera.

    1. Specific Objective

The desludging service consists in removing sludge and/or sediments by draining it from septic tanks to a truck tank at different Informal Settlements (IS), Collective Shelter (CS) or other site required by Action Against Hunger, and the correct disposal in appropriate areas, respecting the applicable regulations and municipal defined areas for waste management.  An estimated annual volume of 1000 m³ (One thousand cubic meter) of sludge removal in different locations in in South.

Lots and quantities.

Currently Action Against Hunger provides emergency desludging service in multiple sites, and locations may vary. If applicable, Action Against Hunger reserves the right to award this tender in part or full and to split the work amongst multiple bidders. Services may be undertaken in other villages within the lot(s) or other areas of South and Nabatieh if needed or requested by Action Against Hunger.

Total quantities, list of villages and number of delivery points mentioned in the Terms of Reference are estimates of Action Against Hunger’s needs and can in no case be considered as a firm commitment from Action Against Hunger. Each commercial transaction (order) will therefore be confirmed with a written and signed Supplier Purchase Order issued by Action Against Hunger before each delivery.

Please note the volumes may vary according to program needs and cannot be considered as definitive does Action Against Hunger accept neither any financial responsibility if the volume of desludging services is reduced due to operational nor any other factor outside the control of Action Against Hunger.

Applicants shall submit their offer for all locations inside a lot, while Action Against Hunger may choose more than one supplier to operate within the same lot based on the tender result. Offers must clearly indicate each lot bided, operating location and the price for m3 of dislodging. Bidders should submit only an offer according to the trucks that can be operated and is not allowed to submit an offer beyond its actual capacity. The price may state any discount offered.

Offered price has to be fixed for a period of, at least, one year.

Technical Specifications and Implementation procedure

The desludging operator shall not undertake emptying any cesspit nor septic tank without any PPE listed under

  1. Overalls/car skin or KWAY
  2. Heavy duty gloves
  3. Protective goggles/glasses/face shield
  4. A face masks
  5. Heavy duty boots
  6. Helmet

Standard Operating Procedures for desludging:

Prior opening the holding tank the Desludging vendor shall wear the Personal Protective Equipment (PPE). Prior emptying the pit, the contractor will poor a 1kg/m3 of hydrated lime in the holding tank prior the desludging and wait to let the lime react for approx. 1h.

The contractor shall take a particular care when using the lime. Then the contractor will poor 1L of 2% chlorine solution into the tank with the scale of 1L for each 1 m3. The contractor will carefully empty the tank with a particular care especially when removing the hose from the tank. The hose will be rinse and cleaned to avoid sailing the ground with wastewater. The contractor will rise to hose using 2% solution.

Implementation procedure:

  • Contracted suppliers will receive a distribution plan from AAH according for the quantities/sites that should be dislodged.
  • The AAH WASH team and supplier discuss together the plan to ensure that the service is provided in a continuous manner taking into consideration the beneficiaries availability.  
  • Suppliers start providing the service on daily basis and collect the signature on the daily monitoring sheets from each of the beneficiaries.
  • AAH focal points monitor the service delivery.
  • Regarding the centralized systems, where the desludging service is provided for a centralized blackwater pit, representatives from the community (Shawish, WASH Committee, Active Volunteers) follow up on the service reception and signs the daily monitoring sheets.
  • Random yet regular spot check by the AAH WASH team is conducted to monitor the service.
  • AAH technical team might follow up on tracking system to confirm that all desludging trucks go to the agreed disposal site.
  • Suppliers share daily monitoring sheet with AAH WASH team.
  • AAH WASH team visit the ITS and meet a sample of the community on weekly basis to ask them about the delivered service.
  1. Request for clarifications and clarification meeting

A clarification meeting will take place with all interested bidders on Friday 18th November 2022, at 13:00h, in online format.

To be able to receive the details to access the meeting, Suppliers are requested to confirm their participation before Thursday 17th November 2022 by email to [email protected]

Please note that date is provisional and Action Against Hunger reserves the right to modify this schedule.

Any change in the date, time or modality of the meeting will be communicated upon to the suppliers presenting their interest.

Any request for clarification can be sent to Action Against Hunger at least 3 working days before the deadline for submission of RFQ. Action Against Hunger will reply to bidders' questions at least 2 working day before the deadline for submission of offers.

  1. Selection process

The selection of the Supplier will consider the following steps:

1. Action Against Hunger will receive all bids from the bidders before the deadline, on the format specified below.

2. These bids will be evaluated by Action Against Hunger according to the requirements and criteria defined. It may include physical inspection of the bidder’s location and machinery.

The contract or contracts will be awarded to the technically and administratively compliant offers that are offering the best quality/price ratio, taking into account the quality of the services offered, the price of the services, the technical capacity, and any other requirements considered by AAH.

3. Selected bidders will be notified of the outcome by Action Against Hunger Logistics Department.

  1. Submission of bids

8.1 Manner of Submitting Bid

All bids must be sent in a sealed envelope to Action Against Hunger office in Tyre. The offer shall consist of one original paper copy placed in a sealed non-identifiable envelope, with the words “not to be opened before the deadline of submission” written in English.

This sealed non-identifiable envelope shall be titled:

LB-TY-01518 – Desludging services in South and Nabatiyeh

The offers shall be sent by registered mail, by private courier service or personal delivery against receipt to the following address:

8.2 Deadline of Bid Submission

All Bid must be submitted before Wednesday 23rd November 2022, at 16:00h (Beirut time-zone). Late bids will be automatically rejected.

8.3 Technical evaluation visit

A site technical evaluation visit will be held on Thursday 24th and Friday 25th of November 2022 to check the truck conditions to assess technically the machinery available for each bidder.

This date could be shifted to be two days depends on the number of applicants

               8.4 Content of the bids

Bidders are required to complete, sign and submit the following documents:

1. ToR (signature, stamp on each page);

2. RFQ (signature, stamp on each page);

3. Quotation (fill, sign, stamp on each page);

4. Supplier questionnaire (fill, sign, stamp on each page)

5. Appendix A – List of trucks (fill, sign, stamp on each page);

6. Legal documentation and pictures of the trucks

7. Company registration and VAT registration, if applicable

8. Bank account information, if applicable

9. Official permission for disposal site from the Authorities

10. AAH Good Business Regulation (fill, sign, stamp on each page)
