Immunization and cold chain consultant - RE-ADVERTISEMENT

JOB DESCRIPTION:

UNICEF in Lebanon is working with the MOPH to ensure quality immunization services for every child in Lebanon. For this, the health supply chain system needs strengthening at central and peripheral levels and the nurses / EPI focal points need capacity building on Effective Vaccine Management, till the end point of vaccination. UNICEF is working to overcome the issues of the health supply chain in Lebanon, by establishing a sustainable health system that will enable the MoPH and its partners to reach every vulnerable child in Lebanon in an efficient and effective approach for a quality immunization Programme. This is being done in collaboration with WHO, UNRWA and health partners; each with their specific niche inputs to support the strengthening of the national supply chain of vaccines and vaccination commodities

JOB FUNCTIONS:

· Establish improved coordination between EPI team, PHC department, dispensaries department and IT department at MoPH and UNICEF Immunization team and Third party responsible for cold chain maintenance.

· Support in the quarterly vaccines’ orders in coordination with UNICEF and Drug MoPH Warehouse manager and EPI team.

· Follow up on the maintenance and rehabilitation plan of the cold chain (based on the cold chain equipment inventory report and the maintenance and rehabilitation plan developed)

· Work closely with MoPH IT team to ensure the development of end-to-end tracking system of vaccines, diluents, and syringes and deployment of cold chain on-time inventory tool that is compatible and integrated within the existing EPI registry (MERA) and HIMS (PHENICS)

· Ensure all Qadaa offices and vaccine service delivery points update the cold chain platform on regular basis; ensure data on vaccines stock and order is closely monitored to ensure no stock out and zero wastage

· Provided need onsite coaching and capacity building for the cod chain inventory tool and ensure it is updated monthly

· Monitor and supervise UNICEF third party maintenance company and liaise on daily basis on needed action and support and review weekly reports from the maintenance company

· Monitor the cold chain maintenance by developing performance indicators that are followed up monthly

· Coordinate with UNICEF and provide monthly progress report on cold chain maintenance; provide needed reporting information to feed into UNICEF reports (as requested).

JOB TASKS:

· Performance indicators developed for supervision and monitoring of cold chain maintenance and rehabilitation

· Number of progress reports on monthly basis

· Monthly CCEI updated

· Number of visits to Qadaa offices and immunization points, for review and training of cold chain and vaccine handlers.

· Number of EPI staff trained on cold chain management and maintenance

· Number of process improvement proposals agreed with Qadaa offices and central level EPI team and implemented for strengthening vaccine logistics management.

· Implement standard operating procedures for vaccine management in all states.

· Number of states with zero vaccine stock out due to appropriate supply chain from central Drug warehouse to Qadaa level storage sites.

· Number of state vaccine management assessment done, and recommendations implemented (included for private sector clinics if needed – ones who collaborate with MoPH).

· Number of Effective vaccine management training course conducted.

· Number of Qadaa offices information system/ monthly logistical plans reviewed for vaccine and logistics component and provides appropriate feedback.

· Management of Cold Chain logistics and implementation of National vaccine logistics and cold Chain MIS as part of the national PHC HMIS and EPI registry

QUALIFICTION:

· Post graduate degree in Health Management/Public Health

· 5+ years of experience in public health sector with preference to work experience in immunization domain-vaccine logistics/cold chain

· Strong familiarity with standard computer packages

· Comfortable in handling/ interpreting data

· Programme management, capacity building and supervisory support experience

· Experience in immunization programme is desirable.

· Earlier experience of vaccine management assessment like EVM, cold chain, and vaccine wastage study will be of added value.

· Strong interpersonal relations, communication, writing and team-work skills
