Request for Quotations (RFQ): Development of a Report about LOGI’s 2 Day Annual Forum

1. About LOGI
LOGI is an independent non-governmental organization based in Beirut that promotes the transparent and sound management of Lebanon’s oil and gas resources. It aims to develop a network of Lebanese experts in the global energy industry and provide them with a platform to educate Lebanese policy makers as well as Lebanese citizens on the key decisions facing the oil and gas industry. It focuses on public awareness, policy development, advocacy, and capacity building to help Lebanon maximize the economic and social benefits of its oil and gas wealth – and avoid the resource curse. 

LOGI is the first and only Lebanese NGO member of Publish What You Pay (PWYP).

3. Problem Addressed

The Lebanese Oil and Gas Initiative and in partnership with Publish What You Pay (PWYP) has launched a 3 year project entitled “A United Civil Society for a Transparent Petroleum Sector. This project is supported by NORAD. With support from PWYP, a home grown coalition of civil society actors -also known as the Coalition for Energy Governance (CEG)- was established in July 2020. PWYP Lebanon’s establishment was among the primary objectives achieved under this project. Another main objective of this project is to establish a forum for information sharing between the authorities, Coalition for Energy Governance, experts, and the civil society organizations subsequently promoting public consultations and raising public awareness around key issues related to the energy sector. For that reason, LOGI is organizing its 3rd annual forum on December 2nd and 3rd, 2021. Participants will represent different stakeholders, including the ministries, Lebanese parliament, media, NGOs, community based organizations, youth networks, experts, companies working in the extractive sector in Lebanon, International EITI Board, PWYP Lebanon, PWYP secretariat, PWYP Global Council.  

To that end, LOGI is launching a call for quotations for the development of a report around the key takeaways of the 2 day annual forum with an analysis of the results and linking all the results together. 

The report should include an executive summary, findings and key recommendations. 

4. Project and Services to be Provided 

Accordingly, the consulting company or individual consultant will be required to:

be present on December 2nd and 3rd for two full days during the 2 day annual forum

Develop a report (including an executive summary) showcasing the main findings, key takeaways, agreed action steps and key recommendations.

A. Approach

The proposed detailed approach and work plan should be included in the consultancy quotation to be submitted to LOGI.

The service provider should provide details on previous experience, including project names, clients, and references.

The service provider must include a sample of his/her previous work (policy briefs/reports) along with a CV. 

B. Deliverables

LOGI in partnership with PWYP shall decide which sections of the report to be considered as public and which are only accessible by LOGI and PWYP.

5. Contract Period

November 17, 2021 till November 24, 2021: Submission of quotations

November 25 - 26, 2021: Scanning of quotations and meeting applicants

November 29, 2021: Agreement signature

December 10, 2021: Submission of 1st draft

December 20, 2021: Submission of final draft

Periodical meetings will take place between LOGI focal point and the service provider during the period of the project. Adjustment of dates might be negotiated between LOGI and the consultants.

Budget  

Max US 1,300 (fresh dollars). Please note that this amount must cover any taxes that may apply. Please also note that price is a selection criterion.

The tender will be evaluated and selected based on the following criteria:

Experience required: 3 to 5 years

Education degree: Master’s degree

Field of education: Business, Management, Journalism or any related major, with proven track of reports/consultancies and/or publishing

  • Proven experience in research, consultancy and the mentioned topics. 
  • Track record of delivering quality products to tight deadlines.
  • Evidence of supporting the delivery of policies/projects/programs across multiple-teams or across departments.
  • Broad grasp of key strategic issues facing  the energy sector.    
  • Excellent communication, influencing, and engagement skills.
  • Good analysis skills.
  • A self-starter, able to work on their own initiative on complex issues.    
  • As part of the quotation, we require a summary of the consultant/team of consultants that will conduct this service. This summary will highlight any relevant experience or expertise in these fields including publication list, CV, division of tasks among the team members and the percentage of work contribution for each member (if applicable) 
  • Knowledge on good governance techniques and the civil society organizations in Lebanon and preferably from other petroleum producing countries.
  • Knowledge on politics of Lebanon and other resource rich countries in the region. 
  • Knowledge on sustainable resource management of the petroleum sector.

Languages: Arabic: Excellent English: Excellent French: working knowledge

Period: November 16, 2021 - December 31, 2021
