TERMS OF REFERENCE- COMMUNICATION AGENCY
1. Background Information and Rationale
EuroMed Feminist Initiative (EFI) is a policy network that provides expertise in the field of gender equality, democracy building and citizenship, and advocates for political solutions to all conflicts, and peoples´ rights to self-determination. EFI encompasses women’s rights organizations from the two shores of the Mediterranean and has its Headquarters in Paris, with offices in Amman, Beirut. You can visit our website to know more about our work: www.efi-ife.org Since 2007, EuroMed Feminist Initiative (EFI) has worked with women´s rights activists in Syria, and has supported the building of a large network of Syrian women´s rights defenders, involving women´s rights organizations and activists who stand up and advocate for gender equality and women´s rights as central to a sustainable peace in Syria. In the frame of the project: “Supporting political transition in Syria through gender-sensitive social reconstruction” EFI seeks to launch a social media campaign promoting gender equality.
2. Technical specifications and required services
EuroMed Feminist Initiative (EFI) aims to have the support of a communication and media agency specialized in the Middle East and North Africa (MENA) region to develop and execute a best digital acquisition practice, results-oriented, online media program based on agency’s experience and proven record. The media and communication agency will be responsible for developing a media strategy and optimization, planning, and execution of the campaign. The campaign will produce: i) Develop the visual identity of the campaign and design visuals including videos posts ii) Social media designs and messages for EFI SM platforms: Youtube, Facebook, Instagram and Twitter. 3. Purpose and Scope of assignment communication and media agency The communication and media agency must be able to deal with all the complex elements of a digital campaign development. Therefore, it is considered essential for the agency to be selected, to comply with the following requirements: A proven track record with Digital Marketing campaigns, experience in online media planning and media buying, social media, content marketing, banner advertising, design of visual identify and brochures/leaflets. Experience with non-profit organizations is an asset and experience with women’s rights organizations is desired. Sign a specific contract of services with EFI. Working knowledge in Arabic, English. 3 Literate in gender-sensitive content creation.
4. Objective of the campaign
The objective of the media campaign is to reach out to the international community to provide more support and funding to Syrian WR’s organisations.
5. The roles and responsibilities of the communication agency
The communication agency is expected to provide the following services 5.1. Media plan for the campaign - Further develop and build on the creative ideas for the campaign, which fully meet the project's objectives and EFI and partners’ expectations - Provide detailed media plan (digital and offline) - Develop a comprehensive strategy that defines target audience, messaging, activities, content required for those activities, and timeline for implementation, along other components that the agency includes in the plan - Monthly reporting on campaign progress and performance - Provide recommendations based on performance level and audiences reached 5.2. Design of the visual identity and Information, Education and Communication material - Develop the visual identity of the campaign. 5.3. Video spots and animation films - Develop the scripts and make up videos for social media 5.4. Social media designs and plans for SM platforms - Social media management this includes creating, publishing, promoting, and managing content across EFI platforms on Youtube, Facebook, Instagram and Twitter - Develop a social media strategy and activation ideas - Develop a detailed online media schedule 5.5. Outreach - Promote social media engagement to support the visibility of the campaign and monitor the performance level and audiences reached
6. Timeframe From Mid-October 2021 until 31st of December 2021
7. Selection process Proposals will be evaluated in two distinct phases: - First, evaluation of the technical offers (60%, prior to the opening of the financial offer), based on i) criteria of relevance and creativity of the proposal; ii) profile and experience of the tenderer. - Second, evaluation of the financial offers (40%, following the acceptance of the technical one) The technical score will be combined with the financial score to determine best value for money.

Submission of technical and financial offers
Technical and financial offers should be submitted in two separate documents and include a detailed breakdown for each of the expected deliverable as listed in Article 5. Technical and financial offers should be submitted in English by email to: [email protected] indicating the reference: “ Media Campaign" in the email subject.
