Certification of Qualification Services Under RDPP2 - CQS-00151

The Project

Safadi Foundation is launching the second phase of its Accelerated Vocational Training Centre for the Socio-Economic inclusion in the North. The project’s main overall objective is to stimulate sustainable economic participation of vulnerable youth to promote their inclusion in the development of marginalized communities. In the long-term, inclusion can transform youth socio-economic outlook making them active participants in decreasing unemployment rates and increasing their household income. The specific objective of this project will be to develop youth employability through comprehensive training programmes. Target beneficiaries will have access to accelerated market-based training and self-development programs that will prepare them to increase their competitiveness in the skilled labour market. Finally, the project will aim to strengthen private sector and national actor engagement in active labour market programmes, by participating in developing an effective labour programme leading to significant reduction in identified skills gap.

Trainees’ profile

The targeted area for selecting beneficiaries will be the communities of the Old City of Tripoli (OCT) and its suburbs. They represent some of the most vulnerable regions of the city and connecting youth from the neighborhoods will have a deep impact on households and the wider community. The communities, are El Nouri, El Ramaneh, El Hadid, El Mehetra and El Haddadin (5 districts, 6 zones, El Haddadine comprises of 2 zones).

Based on the context of young people, the project will base selection on the following selection criteria: low income household, low level of educational attainment (less than brevet), availability for intensive training, no or minimal previous work experience, age 16-24; factors of consideration: social status, nationality, gender, disabilities and personal skills. It is the aim of the project to have 50% Lebanese trainees and 50% Syrian refugees and 25% of the total beneficiaries must be females; 2% persons with disabilities

Out of total 600 beneficiaries who completed the training sessions, 300 will be selected in coordination on a merit-based evaluation framework, to undergo certification of qualification from a third parties (independent external professional competent body).

Annex C - Submission Guidelines

The proposals must be submitted via email to Procurement@safadi-foundation.org with the subject line “Certification of Qualification Or Accreditation -RDPP2 ”.

 

The deadline for submission is 30 Oct 2021, 11:00 am. Local time.

The proposals must be submitted in English language, and it must include the following:

Company Profile

Testing methodology and approach (one to two pages)

Financial proposal (refer attached Bill of quantities)

Services Time frame

Duration of assignment is from 02 Nov to end of Dec 2021

 

Services Location

The tests will be delivered in the SAVOTEC or on construction sites nominated by SF within Tripoli and its suburbs.

 

Eligibility

The Consultant should have relevant certification and accreditation to test work performance competencies.
