Objective of the consultancy

International Alert is seeking an education policy and advocacy specialist- Consultant leading on the STL project advocacy strategy. This will include the development of advocacy plans for International Alert and partners and the organization of events and meetings with MEHE, UN agencies and education and child protection partners, supporting in the advocacy for the prevention of violence against children approaches used in the STL project.

 

Under the supervision of the Safe to Learn Project Manager, the consultant will ensure the implementation of all advocacy activities under the Safe to Learn Project.

 

Scope of work

 

  • Lead on the development of advocacy plans with partners that focuses on to the Safe to Lean project and the Ending Violence Against Children funding.

 

  • Lead on the planning for advocacy activities with education and child protection actors in Beirut and regions on National Child protection policy and prevention of VAC including tools, reports and action research findings generated from the project

 

  • Ensure qualitative feedback is collected from advocacy targets on quality, relevance of events & evidence generated 

 

  • Lead on the planning for advocacy engagements on strengthening policy or legislation with the Ministry of Education and Higher Education (MEHE), UN agencies (UNICEF, UNESCO, WHO) in addition to the education and child protection sectors.

 

  • Support in the organization of policy dialogues seeking to exchange information and build consensus recommendations between the public, private, and civic sectors through leaders who can forge alliances, make decisions, or strongly influence the trajectory of a possible solution to a challenging issue.

 

  • Participate at regional roundtables potentially organized by the donor to disseminate evidence on what works to prevent violence in and through schools and ensure safe and inclusive learning environments.

 

  •  Support in the review and dissemination of project publications and findings

 

  • Support in the review and dissemination of the social Media campaign for the prevention of violence against children

Deliverables:

By 31 October 2021:

Development of 2 advocacy plans, for international Alert and CLS by mid October 2021, including key advocacy messages related to the STL project that can be used in the advocacy events and engagements – September 2021

By 30 November 2021:

Organize and coordinate 3 advocacy events in coordination with IA and CLS staff in October and November 2021

Collect feedback on advocacy events from participants to feed into project evaluation

By October, November 2021:

Support with planning advocacy engagements and meetings with MEHE, education and child protection actors and UN agencies on the integration of social cohesion and preventing violence against children’s components and evidence generated from the project (including action research, appreciative inquiry study, PVAC Toolkit) within the system

By November, December 2021:

Support in the review and dissemination of project publications and findings and the social Media campaign for the prevention of violence against children

As Required November, December 2021:

Participate in other meetings/workshops within the STL project related to the advocacy and policy support

 

Other:

Take active measures to address equality and inclusion issues, particularly relating to gender, special needs, and learning difficulties during the advocacy activities.

Ensure the highest stands of accountability through ensuring good communication and information sharing within and outside the organization.

Be aware of, understand and comply with all International Alert’s policies and procedures.

 

Personal Specification, skills and experience

 

Essential

Master’s degree in education policy, development communications or related field, or relevant experience.

Professional experience, including field experience supporting diverse teams to build skills in planning and implementing advocacy strategies and activities

Proven experience of development and implementation of successful advocacy strategy and plans related to education

Ability to communicate complex issues clearly and with sensitivity

Experience in working with MEHE, UN agencies and Education and CP actors.

Knowledge of Education in Emergencies, Child Protection, Prevention of Violence against children & Prevention of Gender Based Violence.

Knowledge of basic principles of teaching, positive discipline, children’s development, and learning.

Excellent interpersonal, nonviolent communication and listening skills.

Motivation and energy, pro-active and willing to share and discuss ideas.

In-depth knowledge of the Lebanese context with regards to children and young people, parenting, non-formal education, psycho-social support, and work with refugee children

Demonstrable understanding of safeguarding standards and procedures

Commitment to Alert’s values, ethics and mission and safeguarding and child protection.

 

Timeframe

Anticipated 20 days between 1 September and 31 December 2021

 

Experience required:

5-10 years

Languages - English: Excellent. Arabic: Excellent.

Period: All deliverables must be completed by 31 December 2021.
